About this file
This is a Notice of Intent to Purchase issued by the Massachusetts Department of State Police (MSP) announcing its intent to contract with Synercon Technologies for specialized engine diagnostic equipment. The Department seeks to procure three items: an FLA adapter, a Synercon Smart Sensor Simulator 2 System (Engine Kit), and TruckCRYPT software for use by Commercial Vehicle Enforcement Investigators. These products are proprietary and patent-protected, designed to attach to commercial vehicle motors or dashboards to securely capture and forensically analyze vehicle data for truck crash investigations. The Notice of Intent posting period is 14 days, with interested vendors required to submit responses via COMMBUYS by October 9 at 3:00 PM EST to demonstrate their qualifications and pricing options. If no competing vendors respond, MSP intends to enter into a contract with Dearbon/Synercon for a term not to exceed two years, after which the Department will issue a Request for Response if additional purchases are needed.
The estimated contract value for FY27 is $50,658, with FY28 pricing to be quoted separately. The incumbent vendor is Dearbon/Synercon, from whom MSP received a renewal quote forming the basis of the estimated value. MSP will make a best value determination if competing responses are received and may accept the Offeror's offer, decline it and proceed to competitive procurement, accept an offer from another vendor providing comparable or better value, or accept multiple offers of similar value. All responding vendors must register with COMMBUYS and comply with Commonwealth standard forms and requirements, including IT terms and conditions, prompt payment discounts, taxpayer identification, and authorization for electronic funds transfer prior to contract award.

Notice of Intent to Purchase a Product or Service
September 25, 2026
Due Diligence Posting of Notice of Intent to Accept a Best Value Offer from Synercon Technologies for a FLA Adapter, Smart Sensor Simulator 2 System (Engine
Kit), and TruckCRYPT software for MA State Police Commercial Vehicle Enforcement
Investigators
The Massachusetts Department of State Police (“Department”) or (“MSP”) of the Commonwealth of
Massachusetts hereby announces its intent to contract with Synercon Technologies (or “Offeror”), for an
FLA Adapter, Smart Sensor Simulator 2 System (Engine Kit), and TruckCRYPT, pending the results of this Notice of Intent (“Notice”) issued pursuant to the Commonwealth’s Due Diligence Posting policy.
Product Description
MSP seeks to purchase engine download equipment from Synercon Technologies. The equipment is:
1) FLA adapter
2) Synercon Smart Sensor Simulator 2 System (Engine Kit)
3) TruckCRYPT software
The items MSP seeks to purchase from Synercon Technologies are unique products that cannot be purchased from another company due to their patent and software. The hardware attaches to either a commercial vehicle motor or the dashboard of the truck and captures the data from the vehicle in a secure way that can be forensically analyzed and processed as evidence. These products are necessary for the furthering of investigations of Commercial Vehicle Truck Crashes.
Estimated Contract Value:
Based on the attached renewal quote MSP received from Dearbon/Synercon, the approximate value of the contract for FY27 would be $50,658. FY28 would be quote based.
Estimated Contract Duration:
If no other vendors respond believing themselves to be qualified to provide the services required under the
14-day Notice of Intent Posting, the Department will seek to enter into a contract agreement with
Dearbon/Synercon that is no longer than two (2) years. Following a 2-year agreement, should the
Department need to make an additional purchase, the Department will go out to bid and issue a Request For
Response (“RFR”).
Determination of Other Interested Vendors
The intent of this posting is to determine if there are any other interested and qualified vendors.
Any vendor that believes itself to be qualified to provide the services required under this Notice of Intent
Posting, and is interested in contracting to provide those services, may submit a response documentation that:
• Confirms the vendor’s interest in providing the same or comparable product or service;
• Demonstrates the vendor’s qualification to provide such product or service;
• Identifies pricing options for such product or services.
Response Requirement and Deadline
All Interested Vendors, excluding the Offeror, interested in responding to this Notice, regardless of prior communications with the Department, must submit a Response to this posting containing evidence of their qualifications and interest via COMMBUYS. All Interested Vendors, excluding the Offeror, must submit their response in COMMBUYS no later than October 9, by 3:00PM EST.
If this Notice produces interested responses from other potential vendors, MSP will review all responses and, after making a best value determination, will announce its decision: (i) to decline the Offeror’s offer
(and cancel the Notice Of Intent or request additional information from any or all interested vendors for the purpose of proceeding to the competitive procurement process by the issuing of a Request For Response under 801 CMR 21); or (ii) to accept the offer from the Offeror; or (iii) to accept an offer from another vendor offering a comparable or better value than the Offeror in their Response; or (iv) to accept the offer from the Offeror and from any other offerors offering similar value in their responses.
