About this file

This document is an infographic detailing the end-to-end Progressive Design-Build (PDB) procurement process for Military Construction (MILCON) projects using Other Transaction (OT) authority under 10 U.S.C. § 2808a.

The process comprises three main phases: Pre-Agreement (Planning, Solicitation, and Award), Agreement Phase 1 (Design and Preconstruction Services using MILCON Design Funds), and Agreement Phase 2 (Final Design and Construction using MILCON Construction Funds). The Pre-Agreement phase includes eight steps: Project Requirements definition, Request for Qualifications (RFQ) publication, Statement of Qualifications (SOQs) submission and evaluation, down-selection of qualified firms, pitch presentations, Qualifications-Based Selection (QBS), negotiation of Phase 1 OT services, and award of the Phase 1 OT Agreement. Agreement Phase 1 encompasses Kickoff and Alignment, Schematic Design, Budget Lock, Design Development, Preconstruction Readiness, and a Decision Gateway to Phase 2, with an off-ramp decision point providing exit protection for the Government. Agreement Phase 2 includes authorization of construction upon cost, scope, schedule, and risk acceptance; overlapping Final Design and Construction Documents; overlapping Construction execution in work packages; Red Zone/Beneficial Occupancy activities; and Turnover/Construction Completion. The PDB with OT approach emphasizes early alignment between Government and industry, open-book collaboration and transparency, iterative and flexible strategy evolution, off-ramp protection at key milestones, overlapped execution optimizing design and construction, and tailored governance and oversight to deliver facilities with improved cost and schedule confidence.
