About this file

This document is a Justification and Approval (J&A) for Other Than Full and Open Competition for the procurement of Siemens brand programmable logic controllers (PLCs), networking components, and associated equipment for the DDG1000 Engineering Control System (ECS) modernization.

The J&A states that Siemens brand PLC hardware and networking components are required to be compatible with the existing ECS software, which was specifically developed for Siemens PLCs. Switching to a non-Siemens brand would require significant software redevelopment and validation, which the program office has indicated it will not authorize or fund. The total estimated value of the proposed acquisition is redacted, with a required delivery of 24 weeks from the date of award. There are no option quantities or periods. The J&A cites the statutory authority of 41 U.S.C. 1901(e)(2) for a sole-source, brand-name acquisition under simplified procedures for commercial products and services. One response was received to the Request for Information posted on SAM.gov.

4. Statutory Authority Permitting Other Than Full and Open Competition.

41 U.S.C. 1901(e)(2), sole source (including brand-name) acquisition under the authority of Simplified Procedures for Certain Commercial Products and Commercial Services.

5. Rationale Justifying Use of Cited Statutory Authority.

This procurement of SIEMENS branded hardware and equipment is necessary to provide a crucial technology modernization of the DDG1000 Engineering Control System (ECS). This equipment must be procured on a brand-name basis from an authorized SIEMENS distributor in order to be compatible with current ECS software. No competing brand of PLC or Industrial Networking Technology allows direct compatibility with ECS software, as detailed below.

Procuring the SIEMENS brand-name control system processing hardware and associated equipment is essential to the Government’s requirements, thereby precluding consideration of a product manufactured by another company.

ECS provides remote operation and monitoring of Hull, Mechanical, and Electrical (HM&E) equipment aboard the . The highly-distributed system is physically comprised of 152 PLCs, 229 network switches, and over 300 communication protocol adapters.

NAVSEA HQ held the initial design phase for DDG1000, beginning around 2008. During the initial design phase, a critical design decision was made to utilize SIEMENS brand PLCs and networking components to support ECS. Therefore, DDG1000 was built and outfitted with SIEMENS brand PLCs and switches. DDG1000 drawings specifically identify SIEMENS brand hardware as the only acceptable equipment for use in ECS.

Since the initial design of ECS, the PLCs and switches have aged and are now obsolete and no longer supported by SIEMENS. In addition, hardware limitations with the older generation equipment are a roadblock to feature improvements that would provide improved equipment control and situational awareness for the crew. The technical refresh effort addressed by this procurement was undertaken with the intent to replace the current model PLCs and associated equipment with newer versions providing increased software development capabilities. A primary requirement of the refresh is that the updated PLCs and associated equipment be compatible with existing ECS software with minimal modifications in order to reduce the risk associated with a major software refactor.

The ECS software operating on the PLCs was developed by numerous third-party integrators and contractors, including Raytheon, Lockheed-Martin, and Northrup-Grumman. This software was specifically designed and written for SIEMENS brand PLCs. ECS software is written in various PLC programming languages defined within the International Electrotechnical Commission (IEC) 61131-3 standard, including Ladder Diagram (LAD), Structured Text (SFC/ST), and Instruction List (STL/IL). While most brands of PLCs offer programming languages that meet the IEC 61131-3 standard, each offers its own unique and proprietary implementation of the standard. Since ECS is written using the SIEMENS implementation of IEC 61131-3, using a different brand would require a significant redevelopment and refactoring of the software.

Specifically, the SIEMENS implementation of Structured Text (ST), referred to by SIEMENS as SCL, is proprietary to SIEMENS and cannot run on non-SIEMENS PLCs.

The software operating on each PLC is contained within approximately 450 software blocks and totals approximately 500,000 lines of code. In addition, software in other ECS components that are not being replaced would need to be modified to account for the changes to the code contained within the new PLCs. As such, approximately 20 million lines of code would need to be rewritten if non-SIEMENS brand PLCs and associated equipment are used. Such a major modification of code would be significant risk to the program as it would require full ECS verification and validation, shipboard stage testing, and program accreditation. The DDG1000 Acquisition Programming Authority (PMS-500) has indicated that it will not authorize or fund, nor undertake the functional risks associated with, the software modification efforts required to support a non-SIEMENS brand PLC.

The industrial networking components included with this procurement must be SIEMENS brand to maintain compatibility and operability with the PLCs and other existing ECS networking components. Specifically, the networking components must support the industrial protocols and networking features used by the ECS, including Media Redundancy Protocol (MRP), Profinet, and Profinet IRT (Isochronous Realtime). These standards are natively and uniquely supported by SIEMENS hardware.

Failure to have this procurement awarded by September 2024 would result in a DDG1000-class ship being at risk to sail. This would result in an increased risk to the U.S. Navy fleet. Thus, the brand-name SIEMENS components thereby precluding consideration of a product manufactured by another company.

6. Description of Efforts Made to Solicit Offers from as Many Offerors as Practicable.

A Request for Information (RFI) regarding SIEMENS PLC hardware and associated components was posted to SAM.gov to SAM.gov on 10 April 2024 which closed on 25 April 2024. One (1) company responded to the RFI. On 22 April 2024 BHPE LLC. Expressed interest in the solicitation.

7. Determination of Fair and Reasonable Costs.

The Contracting Officer has determined the anticipated cost to the Government of the supplies covered by this Justification will be fair and reasonable.

8. Actions to Remove Barriers to Competition.

For the reasons set forth in Paragraph 5, NSWCPD has no plans at this time to compete future contracts for the types of supplies/services covered by this document. If another potential source emerges, NSWCPD will assess whether competition for future requirements is feasible.
