1. SCOPE

1.1 Scope. This Purchase Description covers the requirements for a high visibility reflective belt to be worn by United States Air Force (USAF) personnel.

1.2 Classification. The belt shall be one of the following types and colors.

1.2.1 Types. The types of belt are as follows:

Type I – Elastic fabric laminated with silver exposed lens retro-reflective film:

• White • Blue • Orange

• Red • Green • Yellow

Type II – Micro-prismatic retro-reflective high gross vinyl trim with fluorescents:

• Yellow • Orange

2. APPLICABLE DOCUMENTS

2.1 General. The documents listed in this section are specified in Sections 3 and 4 of this purchase description. This section does not include documents cited in other sections of this purchase description or recommended for additional information or as examples.

While every effort has been made to ensure the completeness of this list, document users are cautioned that they must meet all specified requirements cited in Sections 3 and 4 of this purchase description whether they are listed or not.

2.2.1 Government Documents. The following specifications, standards, purchase descriptions, and handbooks form a part of this purchase description to the extent specified herein. Unless otherwise specified, the issues of these documents are those listed in the solicitation or contract (see Section 6.2).

2.3 Order of Precedence. In the event of a conflict between the text of this document and the references cited herein, the text of this document takes precedence. Nothing in this document, however, supersedes applicable laws and regulations unless a specific exemption has been obtained.

3. REQUIREMENTS

3.1 First Article/Pilot Lot. When specified (see Section 6.2), a sample shall be subjected to first article/pilot lot inspection in accordance with Section 4.1. The sample size shall be specified in the procurement document.

3.2 Recycled, Recovered, or Environmentally Preferable Material. Recycled, recovered, or environmentally preferable materials should be used to the maximum extent possible, provided that the material meets or exceeds the operational and maintenance requirements, and promotes economically advantageous life cycle costs.

3.3 Description. The high visibility belt is an adjustable length retro-reflective belt with a hook and loop fastener. The slide and retainer are injection molded plastic.

3.3.1 Type I. The Type I belt is constructed of a 2 inch wide backing with 1 (± 1/16) inch retro-reflective stripe, or two 1/2 (± 1/16) inch retro-reflective stripes applied approximately 3/8 inch from outer edges with 1/4 (± 1/16) inch space between the two stripes. Figure 1 illustrates the general appearance of the Type I belt.

3.3.2 Type II. The type II micro prism reflective material shall be 2 (± 1/16) inches wide.

Seams shall be made by sewing, ultra-sonic, or di-electric welding. Sufficient backing material and retro-reflective material shall be used to provide continuous length adjustment between 30 and 55 inches in circumference. Figure 2 illustrates the general appearance of the Type II belt.

3.4 Materials.

3.4.1 Retro-reflective Materials.

3.4.1.1 Type I. Type I material shall be elastic fabric laminated with silver exposed lens retro-reflective film.

3.4.1.2 Type II. Type II material shall be vinyl micro-prism retro-reflective high gloss vinyl trim with fluorescents, nominal thickness 0.010 inch, conforming to ASTM D1593- 09.

3.4.1.3 Retro-reflective Materials Requirements.

3.4.1.3.1 Co-efficient of Retro-reflection. All colors shall meet photometric performances listed in Table 4 – Level 2 of ANSI/ISEA 107-2010 for initial brightness.

3.4.1.3.1.1 Co-efficient of Retro-reflection during Rainfall. All colors shall meet photometric performances listed in Sections 8.2, 9.1, and 9.3 and Appendix A of ANSI/ISEA 107-2010.

3.4.1.3.2 Abrasion Resistance. All colors shall meet abrasion tests listed in Section 9.4.1 of

ANSI/ISEA 107-2010.

3.4.1.3.3 Other Durability Requirements. All colors shall meet durability tests listed in Section 9.4 of ANSI/ISEA 107-2010 with a minimum of 100Ra after exposure to durability tests that also include Flexing, Folding at Cold Temperature, Exposure to Temperature Variation, Washing, and Dry Cleaning.

3.4.1.3.4 Xenon Requirements. All reflective materials shall meet the minimum luminance factors in Table 2 and Section 7.1.2 of ANSI/ISEA 107-2010 after a xenon exposure test.

3.4.2 Retro-reflective Materials Requirements

3.4.2.1 Color

3.4.2.1.1 Chromaticity. The chromaticity coordinates shall lie within one of the defined in Table 2 of ANSI/ISEA 107-2010. The mean value chromaticity of combined performance material shall comply with the requirements of Table 2 of ANSI/ISEA 107-2010 when measured at each of the two rotation angles defined in Section 9.3 of ANSI/ISEA 107-2010.

3.4.2.1.1 Luminance. The total luminance factor (Y expressed as a percentage) shall exceed the corresponding minimum in Table 2 of ANSI/ISEA 107-2010 when measured in accordance with Section 9.2 of ANSI/ISEA 107-2010. The mean value of the total luminance factor of combined performance material shall comply with the requirements of Table 2 of ANSI/ISEA 107-2010 when measured at each of the two rotation angles defined in Section 9.3 of ANSI/ISEA 107-2010.

3.4.2.2 Colorfastness. Colored material shall show good fastness to crocking, perspiration, laundering, dry-cleaning, hypochlorite bleaching, and hot-pressing as listed in Table 3-Colorfastness of ANSI/ISEA 107-2010.

3.4.2.3 Colorfastness of Retro-Reflective Material After Xenon Test. The color of reflective material after exposure shall be within the areas defined by the coordinates in Table 2 of ANSI/ISEA 107-2010. The total luminance factor shall be not less than the corresponding minimum values in Table 2 of ANSI/ISEA 107- 2010.

3.4.2.4 Co-efficient of Retro-reflection. All retro-reflective material shall meet minimum co-efficient of reflection listed in Table 4-Level 2 of ANSI/ISEA 107-2010 for initial brightness.

3.4.2.5 Co-efficient of Retro-reflection during Rainfall. All retro-reflective material shall meet minimum reflective performances list in Section 8.2 of ANSI/ISEA 107-2010.

Samples shall be tested in accordance with Sections 9.1 and 9.3 and Appendix A of

ANSI/ISEA 107-2010.

3.4.2.6 Retro-reflective Photometric Performance. The method for determination of retro-reflective photometric performance shall comply with the requirements found in Section 9.3 of ANSI/ISEA 107-2010.

3.4.2.7 Other Durability Requirements. All retro-reflective material shall meet durability tests listed in Section 9.4 of ANSI/ISEA 107-2010 with a minimum of 100 Ra the coefficient of retro-reflection after exposure to durability tests that include abrasion, flexing, folding at cold temperature, exposure to temperature variation, washing, and dry cleaning.

3.4.3 Backing Materials.

3.4.3.1 Type I. The backing material for the Type I retro-reflective material shall be 2 (± 1/16) inch wide, 0.038 to 0.050 inch thick 100% nylon webbing of a minimum of 2200 pounds tensile strength conforming to A-A-55308.

3.4.3.2 Type II. The backing material for the Type II retro-reflective material shall be 2 (± 1/16) inches wide, 0.038 to 0.050 inch thick white vinyl coated cloth conforming to A-A-55308.

3.5 Components.

3.5.1 Hook and Loop Fasteners. The hook and loop fastening tapes shall conform to A-A- 55126. The color shall be black or white as required.

3.5.2 Retainer and Slide. The retainer and slide shall be injection molded plastic. The color shall be black. The three bar slide shall be 1-3/8 × 2-7/16 inches. Figure 3 illustrates the three bar plastic slide. The two bar slide shall be 7/16 × 2-7/16 inches. Figure 4 illustrates the two bar plastic slide.

3.6 Construction. The construction of the belt shall conform in all respects to the requirements specified in Section 3 and herein.

3.7 Finished Measurements. Measurements of the belt shall be taken with the three bar slide disengaged from the two bar slide, open and flat. The three bar slide portion shall be 57 (± 1/2) inches. The two bar slide portion shall be 3 (± 1/2) inches. The width of the belt shall be 2 (± 1/2) inches. Figure 5 illustrates the measurements of the belt.

3.8 Labels. Each belt shall have a label or tag. A commercial type label or tag is acceptable, provided that an additional printed label containing the contractor’s name, contract number, size, and National Stock Number (NSN) is sewn in with the stitching of the commercial label. The commercial label shall include fiber content and care instructions.

3.8.1 Label Marking. The belt label shall be legibly marked with the size, NSN, contract number, and care instructions as described in paragraphs 3.8 and 3.8.2. Marking shall be well-defined and clearly legible. Marking shall not show any smearing and shall last the life of the belt. The color of the marking shall be in contrast to the color of the belt.

3.8.2 Care Instructions. The care instructions shall read as follows:

Hand wash in warm water with mild detergent.

Lie flat to dry or line dry.

Do Not Bleach, Dry Clean, or use Tumble Dryer

3.9 Workmanship. The finished belt shall conform to the quality of product established by this purchase description. As a final step in the contractor's production control plan, each belt shall be examined prior to packaging. A belt containing a selected defect shall not be included in the end item lot. The occurrence of defects shall not exceed the applicable point value or defect limit.

4. VERIFICATION

4.1 First Article/Pilot Lot Inspection. The first article and/or pilot lot sample(s) shall be submitted in accordance with Section 3.1. The sample size will be specified in the procurement document and shall be inspected for compliance with design, configuration, workmanship, and dimensional requirements. The presence of excessive defects, as defined by the contract or failure to pass any test shall be cause for rejection of the sample.

4.2 Responsibility for Inspection. Unless otherwise specified in the contract, the contractor is responsible for the performance of all inspection requirements as specified herein. Except otherwise specified in the contract, the supplier may use his or her own or any other facilities suitable for the performance of the inspection requirements specified herein, unless disapproved by the Government. The Government reserves the right to perform any of the inspections set forth in the purchase description where such inspections are deemed necessary to ensure supplies and services conform to prescribe requirements.

4.3 Quality Conformance Inspection. Conformance inspection shall consist of all examinations and tests specified in this purchase description. Unless otherwise specified sampling for conformance inspection shall be in accordance with the provision of

ANSI/ASQ Z1.4.

4.4 Component and Material Inspection. In accordance with Section 4.1, components and materials shall be inspected in accordance with all the requirements of referenced documents unless otherwise excluded, amended, modified, or qualified in this purchase description or applicable purchase document. The lot and sample sizes shall be as follows:

4.5 In-Process Inspection. Inspection shall be made at any point or during any phase of the manufacturing process to determine whether construction details that cannot be examined in the finished product are in accordance with specified requirements. Whenever nonconformance is noted, corrections shall be made to the affected items and lot in-process.

Items that cannot be corrected shall be removed from production.

4.6 End Item Visual Examination. Each belt shall be examined for the defects listed in Table I.

4.7 Dimensional Examination. The belt shall be examined for defects in dimensions in accordance with the following:

a. Any measurement deviating from normal dimensions and tolerances specified in Section 3.7 shall be scored as a size measurement defect.

b. The inspection level shall be S-2.

4.8 Acceptance Criteria. Acceptance criteria shall be specified in the contract or purchase order.

4.9 Certificate of Compliance. When certificates of compliance are submitted, they shall contain verifiable actual test and inspection data. The Government reserves the right to inspect and test the material or components to verify the validity of the certification.

5. PACKAGING

5.1 Packaging. For acquisition purposes, the packaging requirements shall be as specified in the contract or order (see Section 6.2). When actual packaging of materiel is to be performed by Department of Defense personnel, these personnel shall contact the responsible packaging activity to ascertain requisite packaging requirements. Packaging requirements are maintained by the Inventory Control Point’s packaging activity within the Military Department or Defense Agency or within the Military Department’s System Command. Packaging data retrieval is available from the managing Military Department’s or Defense Agency’s automated packaging files, CD-ROM products, or by contacting the responsible packaging activity.

6. NOTES

This section contains information of a general or explanatory nature that may be helpful, but is not mandatory.

6.1 Intended Use. The belt is intended for wear by military personnel for the purpose of increasing the visibility of wearers during darkness on airfields, roadways, or other related night time activities.

6.2 Acquisition Requirements. Acquisition documents must specify the following:

a. Title, number, and date of this purchase description.

b. Type and color required (see Section 1.2).

c. Quantity required.

d. When a first article/pilot lot sample is required (see Section 3.1).

e. Packaging requirements (see Section 5).

6.3 Figures. Figure 1 through Figure 5 are furnished for information purposes only. When inconsistencies exist between the written purchase description and the figures, the written purchase description shall govern.

6.4 Samples. Samples of USAF color may be obtained from the procuring activity or as directed by the contracting officer.
