Purchase Description 13 February 2023
L3TE07/ARC-164 Weetech WK-24 Re-host – Automatic Wire Test Set (AWTS)
1.0 Description: The Contractor shall provide to the 402 Electronics Maintenance Group (EMXG), Robins Air Force Base, Automatic Wire Test Set (AWTS).
1.1 Included Items:
1.1.1 Eclypse P/N 100000‐02, QTY 1 with 18 Months Warranty
1.1.2 Delivery 120 days after contract award
1.2 Automatic Wire Test Set ‐ NSN: 4920‐01‐528‐5517 (Eclypse P/N: 100000‐02) Includes:
1.2.1 Test Control Unit (TCU). Test Point Capability ‐128
1.2.2 Switching Module (SM) with 1,024 Test Points of Distribution Switching and one 4‐Bus Random Access Energization (RAX).
1.2.3 Central Processing Unit (CPU). Qualified to MIL‐STD 810E, Method 511.3 for use in explosive atmosphere.
1.3 Eclypse software preloaded. Includes rugged carrying case. (Common Name: Laptop Computer)

1.3.4 Scalable via Expansion Units and distributed up to 200 feet between units

1.3.11 Common tool set used by the USAF, USN, USMC, USA, USAF approved for Operational, Intermediate and Depot Levels of Maintenance
1.4 The U.S. Air Force Standard Automatic Wire Test Set (AWTS) is automated test equipment that aids wiring diagnostics of electrical and electronic devices. The Test Control Unit (TCU) uses resistance measurements, capacitance measurements and AC/DC voltage measurements to perform continuity, insulation and isolation tests. Energization capabilities increase the AWTS capability beyond wire analysis and enable it to test aircraft subsystems. The TCU is controlled through the Eclypse Language Integrated Test Environment (ELITE), a versatile application software suite.

2.1 Government Representatives.
3.0 Agency Affirmative Procurement Programs
3.1 In accordance with FAR 23.404(b)(1), 100% of purchases of Environmental Protection Agency (EPA)‐designated products included in the Comprehensive Procurement Guidelines (CPG) list [https://www.epa.gov/smm/comprehensive‐procurement‐guideline‐cpg‐program] and/or United States Department of Agriculture (USDA)‐designated products included in the biobased product listings [http://www.biopreferred.gov] shall, at a minimum, meet the EPA or USDA standards for recovered materials or biobased content, respectively, unless an item cannot be acquired competitively within a realistic timeframe, meet appropriate performance standards, and/or be acquired at a reasonable price.
3.2 In accordance with FAR 23.404(a)(iii), the Contractor shall provide estimates and verification of recovered material for EPA‐designated CPG products and certification for both EPA‐designated CPG products and USDA‐designated biobased products. In accordance with the Robins Air Force Base, Georgia / Green Procurement Program (GPP) Plan, the Contractor shall provide estimates and certifications to the Government for completion of the applicable attachment(s) to be included in the Purchase Request (PR) package.
