About this file

This Statement of Work (SOW) describes the Montana Army National Guard (MTARNG) 1-163rd Infantry Battalion's requirements for cabinet-style weapons storage systems to accommodate increased weapons inventory following the addition of D Company across six subordinate units. The MTARNG requires fully enclosed, GSA-approved Class 5 cabinet-style storage containers that provide independent security barriers with multi-point locking mechanisms compatible with 5200-series padlocks, high-density storage capacity, environmental protection for firearms and optics, and compliance with AR 190-11 and DoDM 5100.76. Containers weighing less than 500 pounds must be capable of permanent structural anchoring and are restricted to weapons storage only, not classified materials.

The specific procurement includes 15 M4 cabinets (minimum 40 weapons each), 6 M249/M240 cabinets (minimum 25 weapons each), 3 M17/M9 cabinets (minimum 64 weapons each), and 1 M2 cabinet (minimum 8 weapons), for a total capacity of 522 M4s, 26 shotguns, 77 M249s, 20 M240s, 13 M2s, and 194 M17s. The SOW emphasizes that cabinet-style storage over traditional open-rack systems provides superior security, reduces environmental exposure of sensitive components, minimizes optical zero-shift, and optimizes storage density within constrained vault footprints while maintaining full regulatory compliance.

STATEMENT OF WORK (SOW)

Supplies – Cabinet-Style Weapons Storage Systems

1-163rd Infantry Battalion, Montana Army National Guard (MTARNG)

1. GENERAL REQUIREMENTS

The Montana Army National Guard (MTARNG) 1-163rd Infantry Battalion requires a quote for cabinet-style weapons storage systems. With the addition of D Company and an increase in assigned weapons platforms, optimizing vault space and enhancing security is a critical necessity. This acquisition will equip all six subordinate units within the 1-163rd.

The MTARNG requires fully enclosed cabinet-style storage to meet the following operational needs, which are not adequately met by traditional open-rack systems:

• Layered and Independent Security: Enclosed cabinets provide a standalone, secondary barrier to restrict unauthorized access. Systems must feature multi-point locking mechanisms and integrated hasps compatible with 5200-series padlocks.

• High-Density Storage: The enclosed design must efficiently accommodate a high quantity of weapons and associated accessories within a minimal footprint.

• Asset Protection and Preservation: Fully enclosed cabinets are required to shield firearms, optics, and electronics from dust, moisture, and impact, thereby reducing maintenance and preventing degradation of sensitive components. This also reduces metal-on-metal contact and abrasion.

• Regulatory Compliance: All storage containers must comply with AR 190-11 and DoDM

5100.76 for GSA-approved Class 5 weapons storage. Containers weighing less than 500 pounds shall be capable of permanent anchoring to the structure. Containers are for weapons storage only and shall not be used for classified material.

1.1 Justification – Cabinet-Style versus Open-Rack Storage

Traditional open-rack systems require the entire arms room or vault to meet full physical security standards under AR 190-11 and DoDM 5100.76, because the racks themselves do not constitute an independent security barrier. In contrast, GSA-approved Class 5 cabinet-style containers provide a self-contained, layered security envelope with multi-point locking and padlock hasps. This secondary barrier improves protection against unauthorized access, reduces exposure of weapons and optics to environmental contaminants, minimizes abrasion and zero-shift on optics-mounted weapons, and supports higher-density storage within constrained vault footprints. The enclosed design therefore directly addresses both the security and space-optimization requirements of the 1-163rd while remaining fully compliant with governing regulations.

2. SPECIFIC REQUIREMENTS

The 1-163rd requires:

• 15 ea. M4 cabinet-style weapon storage systems, ideally configured with five drawers, each cabinet holding a minimum of 40 weapons.

• 6 ea. M249/M240 cabinet-style weapon storage systems, ideally configured with five drawers, each cabinet holding a minimum of 25 weapons.

• 3 ea. M17/M9 cabinet-style weapon storage systems, each holding a minimum of 64 weapons.

• 1 ea. M2 cabinet-style weapon storage system, holding a minimum of 8 weapons.

Total weapon storage quantities to be accommodated:
