1.0. DESCRIPTION OF REQUIREMENTS
The 709th Maintenance Support Squadron Blast and Paint Program has a requirement to blast and paint trailers in building 847 supporting MMXG assets. To support them we need to purchase an explosion proof scissor lift.
1.1. EQUIPMENT AND SPECIFICATIONS
Provide one (1) Specialty Crane 2032EX (industry standard designation) scissor lift with the following specifications:
Lift shall meet explosion proof requirements for hazardous locations and comply with Class 1 Div 1, ANSI A92.20, CSA B354.6, UL 583 Type EX, and NEC 70 requirements. Lift platform shall include a full height side access gate for users to enter and exit the lift from the platform side. Lift platform shall include a full height rear access gate for users to enter and exit the lift from the platform rear. Lift shall include 16 inch diameter rubber drive wheels that are specially formulated UL compliant rubber with impregnated conductive carbon to prevent static build-up on the lift. All wheels on the lift shall be 16 inch minimum diameter. Proportional drive controls and a user activated locking drive axle where the user can hold down a button and get full 2 wheel drive where both drive wheels turn at the same speed regardless of traction differences between the two drive wheels. The locking function turns off when the user releases the button.
Lift shall include an adjustable, 3 stage tilt sensor. The sensor shall be adjustable to keep the lift from shutting off in all areas the lift will be used. The tilt sensor shall be variable allowing for more tilt with the platform down than when it’s fully extended. The three tilt ranges with adjustable tilt values shall be from stowed to 8 ft, 8 ft to 16 ft, and 16 ft to 20 ft. A higher tilt setting shall allow the lift to operate on a steeper grade while reducing the capacity and platform height of the lift to remain safe from rollover. The minimum platform height requirement is 16ft minimum from floor level to floor of platform. Batteries shall be 4 x 6V 250 Ah with battery condition indicator on the lift. Battery charger shall be a Silicon controlled rectifier (SCR) type with 20 A output. Charger shall plug into and draw power from a standard grounded 120V wall outlet.
Standard Specifications:
Working Height 26 ft
Maximum Platform Height 20 ft
Minimum Required Platform Height 16 ft
Lowered Platform Height 38 in
Platform Size (inside) 28 x 84 in
Platform Capacity 900 lbs
Overall Width 32 in
Overall Length 108 in
Stowed Height 77.5 in
Deck Extension 3 ft
Ground Clearance (Stowed) 3.5 in
Ground Clearance (Raised) 0.75 in
Wheelbase 69 in
Outside Turning Radius 108 in
Inside Turning Radius 50 in
Drive Speed (Stowed) 1 mph
Drive Speed (Raised) 0.7 mph
1.2. CONTRACTUAL REQUIREMENTS
1.2.1. Delivery
Contractor shall verify compliance of all equipment to the requirements in Section 1.1 before shipment to Hill AFB. Equipment and delivery will not be accepted until manufacturer has stated that the verification has been completed by sending an email to the 709 MXSG/MXDEZ Project Engineer.
Upon approval from the 709 MXSG/MXDEZ Project Engineer, the Contractor shall deliver the equipment to the following address located at Hill Air Force Base, UT:

1.2.2. Start-Up and Training:
At least one factory trained representative on site at Hill AFB, UT in building 847 for three days upon delivery of the lift for personnel training and lift adjustment. Lift adjustments shall be made to ensure the lift operates in all our areas without shutting off or failing to move due to tilt or traction issues. Any possible adjustments to the lift shall be made during this time by consulting with the paint shop and process engineering personnel. Manufacturer shall provide all equipment, parts, fluids, consumables, labor, and delivery required to ensure the lift is a turn-key system on delivery.
Training shall include two day-shift and two swing-shift personnel operational training sessions and two day-shift and two swing-shift maintenance training sessions. Each training session shall have no more than six (6) trainees. Training shall be coordinated through the 709 MXSG/MXDEZ Project Engineer.
1.2.3. Manuals:
Provide three (3) hardcopy and electronic (pdf) operator and maintenance manuals. Operator manuals shall illustrate and explain all operator/equipment interfaces and functions to operate the lift. Maintenance manuals shall cover parts, service, and all periodic and routine maintenance to be performed and contain a spare parts list. Including parts breakdown and drawings with part numbers for systems and parts. Comprehensive wiring diagrams for all electrical systems and hydraulic diagrams for all hydraulic systems.
1.2.4. Warranty
