PURCHASE DESCRIPTION

RF Reference Source

1. SCOPE: AFMETCAL is seeking to purchase RF Reference Sources for its Precision Measurement Equipment Laboratories (PMEL’s) and Air Force Primary Standards Laboratory (AFPSL). The RF Reference Source shall be used in calibration of Spectrum Analyzers, Network Analyzers, Frequency Counters, Modulation Analyzers,TACAN/IFF, Power Sensors, Distortion Analyzers, Oscilloscopes, and Telecommunications TMDE.
2. PERFORMANCE REQUIREMENTS:
2.1. 4 GHz RF Reference Source (20E-610A-RF).

3. FUNCTIONAL REQUIREMENTS (20E-610A-RF):
3.1. Manual Control: The RF Reference source shall be able to be operated from a front panel with push-buttons or by touch screen.
3.2. RF Output: Shall be a single output on the front panel.
3.3. Power: An assembled power cord of at least 6 feet in length for 110 to 120 volt operation shall be provided with each AC powered instrument. Each AC powered instrument shall have an AC power switch and a front panel indication when AC power is applied.
3.4. Warm-Up: The RF Reference source shall warm-up in 1 hour or less.
3.5. Oscillator Adjustments: If software is required to nominalize the time base of the reference oscillator it shall be provided.
3.6. Rack Mounting: The RF Reference source shall be capable of being rack mountable into a standard 19-inch (483 mm) rack mount frame.
4. PHYSICAL/MECHANICAL REQUIREMENTS (20E-610A-RF):
4.1. Physical Size: W x H x D, ≤ 17.4 in x 5.8 in x 21.7 in.
4.2. Weight: ≤ 40 lbs.
4.3. Operating Temperature: 23° ± 5° C.
4.4. Operating Humidity: 20 to 50%.
5. COMMUNICATIONS REQUIREMENTS (20E-610A-RF):
5.1. Hardware Interface: Shall be computer controlled thru GPIB, Ethernet, or USB connection. GPIB or Ethernet preferred.
6. SOFTWARE (20E-610A-RF):
6.1. If software is used to make measurements for parameters in this purchase description, it shall be provided.
6.2. Software Identification: All software used in conjunction with instrument shall be identified by Name, Version, and Date; to be displayed upon startup or located in an “About” menu in the software.
6.3. All software must run under Microsoft Windows 10 (Professional operating system or greater, 64bit, latest version release). All software must run Windows 10 as a non-elevated user.
7. UNCERTAINTY ANALYSIS (20E-610A-RF): The total Absolute Uncertainty for all functions shall be the worst case Root-Square-Sum of Reference Standard absolute uncertainty, standard-deviation, stability, temperature/power coefficients (where applicable), all other system Type A and all other system Type B uncertainties are displayed in terms of Coverage Factor of two (k=2). All sources of uncertainty/error shall be included in the analysis. Any contractor caveat conditions or requirements to meet/perform an Absolute Uncertainty Analysis shall be clearly identified and documented by the contractor.
8. INTERCHANGEABILITY (20E-610A-RF): The first system shall be the same as the last system in terms of firmware, software, functionality, and configuration control. All replaceable assemblies, subassemblies, components, and parts of designated model provided shall be fully interchangeable without interference or degradation of performance.
9. FIRMWARE (20E-610A-RF): When firmware or software upgrade is anticipated by the manufacturer during the life of this contract, the contractor shall contact AFMETCAL for approval. If AFMETCAL concurs with the proposed upgrade all RF Reference sources delivered under this contract shall be updated to this upgrade and documentation detailing changes will be provided. All firmware or software provided under this contract shall be at the same version, revision and revision date at the completion of the contract.
10. LICENSING (20E-610A-RF): Where licensing issues apply to any part of the RF Reference source, such licensing and associated documents shall be obtained and provided by the contractor. Licenses shall not contravene federal law, federal procurement regulations, or the requirements of this acquisition.
11. TESTING (20E-610A-RF): This item shall be inspected and tested at destination, as specified elsewhere in this contract. This item shall be checked with test equipment with parameters equal to or better than those required to assure that specified performance requirements are met. Test equipment used shall have first echelon certification directly traceable to a National
Metrology Institute or other AFMETCAL approved equivalent laboratory when required.
Tests shall be performed to assure the item meets the requirements of this purchase description.
Such testing at destination does not relieve the contractor of performing all inspections and quality checks at the point of fabrication, as specified elsewhere in this contract, or as necessary, to ensure performance, as specified herein. In addition to all elements of this purchase description, all commercially published components provided with this system must, as a minimum, satisfy their commercially published performance specifications (and must be provided by the contractor).

RF Reference Source
DATA REQUIREMENTS
MANUALS: A set of operational and maintenance manuals shall be provided. As a minimum, the manuals shall include an explanation of features, performance specifications, operational instructions, theory of operation, calibration procedures, and an illustrated parts breakdown. Wherever possible, use of pictures, diagrams, schematics and mathematical formulas shall be included such that any text material may be better understood. Specifically, the calibration procedure shall include a list of required calibration equipment, by part number, connection diagrams and step-by-step instructions to follow for completing this task. In addition, a system- level manual explaining the system operation and software shall also be provided. Manuals shall be on CD/DVD-ROM in Indexed Portable Document Format (iPDF).
A validation and verification of the manuals will be required. The manual shall be in accordance with the Air Force Technical Manual Contract Requirements (TMCR) TM86-01Q and Contract Data
Requirements List (DD Form 1423).
SOFTWARE USER MANUAL: The software user manual shall contain instructions to execute one or more related computer software configuration items. The software user manual shall be on CD/DVD-
ROM in Indexed Portable Document Format (iPDF) and prepared in accordance with Data Item
Description DI-IPSC-81443A and Contract Data Requirements List (DD Form 1423).
CALIBRATION CERTIFICATE: A calibration certificate, traceable to the National Institute of Standards and Technology (NIST) or other national metrology institutes (NMIs) shall be provided with each instrument. This calibration certificate must comply with Data Item Description (DID) DI-QCIC-80798C and the Contract Data Requirements List (DD Form 1423).
