About this file

This document is a Performance Work Statement (PWS) for developing and testing a new Air Turbine Starter (ATS) test template and hardware for the KC-46 aircraft at Hill Air Force Base, Utah. The contract requires the contractor to integrate a new test pattern/template for the KC-46 ATS, install necessary hardware such as air inlet ducts and mounting adaptors, verify hardware fitment, perform testing, and troubleshoot the test pattern to meet specific maintenance manual requirements. The period of performance is six months from contract award, with work to be completed Monday through Thursday between 0600-1500, excluding federal holidays.

Key deliverables include one test template, one test report template, one live report file, two air inlet ducts, two mounting adaptors, two spline adaptors, two test cable sets, and a digital supplement to the operator's manual - all with accompanying engineering drawings. The contractor will work on-site at Hill AFB building 240, with the government providing an "A" condition KC-46 ATS and applicable technical data. Final acceptance will be performed by the Mechanical Engineer after successful testing, and the contract includes safety requirements, mishap reporting protocols, and a commercial standard warranty beginning upon final acceptance.
