About this file
This Purchase Description (PD) GL-PD-19020B details specifications for a unisex garrison cap for the U.S. Army's Green Service Uniform (AGSU), to be worn by male and female Army personnel. The cap is a laminated envelope-style design made from a polyester/wool elastique material with polyester polyurethane foam and a polyester knit backing, available in 14 sizes ranging from 6-3/8 to 8. Key manufacturing requirements include specific construction techniques, material composition, and quality control standards, with precise measurements and tolerances for each component.
The associated federal contract opportunity (SPE1C1-25-R-0115) is a total small business set-aside for manufacturing and delivering the AGSU Garrison Cap. The procurement will result in a 60-month Indefinite Delivery, Indefinite Quantity (IDIQ) contract with five 12-month pricing tiers. The estimated quantities range from a guaranteed minimum of 63,840 to a maximum of 1,106,640 caps. Evaluation criteria prioritize technical merit (Product Demonstration Models) over price, with a requirement that all items be 100% U.S. made from 100% U.S. materials. The initial delivery order will involve three monthly deliveries starting 130 days after award, with subsequent orders due in 90 days, delivered to the Pendergrass Distribution Center in Georgia.

3.10.2 Stitches, seams and stitching. All seams and stitching shall conform to ASTM D6193.
All seams shall have 10-14 stitches per inch. Seam allowances shall be maintained with seams sewn so that no raw edges, runoffs, pleats or open seams occur. Thread tensions shall be maintained so that there will be no loose stitching resulting in loose bobbin or top thread or excessively tight stitching resulting in puckering of the materials sewn. The width of overedging shall be 3/16 to 1/4-inch. The guide and knives for the overedge machines shall be set to trim only the raveled edges of the fabric. All seams shall start and finish evenly. The trimming shall not exceed 1/16-inch. The edge and top stitching shall be uniformly gauged.

b. Thread breaks or two (2) or more consecutive skipped or run-off stitches noted during inspection of the item shall be repaired by overstitching. The stitching shall start a minimum of 1/2-inch in back of the defective areas, continue over the defective area and continue a minimum of 1/2-inch beyond the defective area onto the existing stitching. Loose or excessively tight stitching shall be repaired by removing the defective stitching without damaging the materials and restitching in the required manner. 1/
1/ When making the above repairs, the ends of the stitching are not required to be backstitched.
3.10.2.3 Types 401, 502, 503, 515, 516, and 519 stitching. Thread tension shall be maintained so that there will be no loose or excessively tight stitching resulting in puckering of the materials sewn. All repairs shall be in accordance with 3.10.2.2a and 3.10.2.2b. Type 301 stitching may be used in repairing type 401 stitching.
3.10.2.4 Thread ends. All thread ends shall be trimmed to 1/8-inch maximum length.

a. Metal fastening devices.
b. Sew-on type tickets.
c. Adhesive type tickets that leave traces of adhesive on the material after removal of the tickets.
3.10.4 Use of automated apparel equipment. Automated apparel equipment may be used provided that the finished component conforms to the required appearance, size, finished measurements and configurations.
3.10.5 Manufacturing requirements. The garrison cap shall be cut and assembled in accordance with the patterns and the following manufacturing requirements. Component parts shall be cut from the same piece (dye lot) of fabric. The use of drill holes on visible parts of the garrison cap is prohibited.
3.10.5.1 Lamination. The backing shall be smoothly fused to the back of all of the elastique material pieces with no burning, wrinkling, creasing, bubbling or twisting of either the backing or the elastique material (see 3.6.1).
3.10.5.2 Crown top (gusset) and crown side pieces. The crown top (gusset) shall be folded in half in the length direction and stitched according to the markings on the pattern. The gusset stitching shall create a dart that tapers to a point 3/4 (± 1/8) inch from each pointed end of the crown top. The gusset shall be pressed flat with dart in folded position. The crown side piece shall be stitched to the appropriate edge of gusset 1/4-inch from the raw edge in accordance with pattern notches and the edges shall be overedge stitched together. The front and back ends of crown side shall be stitched together up to pattern notches. The crown top shall be stitched to crown side pieces aligning crown ends with crown seams. The seam allowances of the front and back ends of the crown side pieces shall be spread open and the seam allowance of the crown top shall be flattened towards the crown sides. The seams shall be top-stitched 1/16-inch away from each side of the seams. The raw edge around the bottom of the crown shall be overedge stitched.
The finished dimension of the gusset shall be 15/16 (± 1/16) inch from seam to seam at crown top.
3.10.5.3 Curtain and attaching braid. Overedge top edge of curtain. Stitch braid to top edge of curtain, turn under and double needle stitch 3/16-inch gauge along turned edge with top row of stitching 1/16-inch from folded edge.
3.10.5.4 Attach sweatband and combination label. Align the bottom edge of the sweatband with the bottom edge of the crown around the inside of the garrison cap. Stitch the sweatband to the garrison cap with 3/16-inch zig-zag stitching, simultaneously inserting and catching the top edge of the combination label in the top edge of stitching on the left inside crown piece. Overlap ends of sweatband 1-1/4 (±1/4) inches and either turn top end under 1/4 to 3/8-inch or overedge top end.
3.10.6 Repairs. Repairs such as mends, darns, patches, or splices to the basic material or backing material are not permitted on the garrison cap. Repairs to open seams or missed stitches shall be as specified in 3.10.2.2.
3.10.7 Pressing. Remove all wrinkles, press marks and gloss on the outside. The crown top shall not be exposed above the crown side joining seam by more than 1/8-inch. The bottom edge of the garrison cap shall have a rolled appearance without being creased, and the sweatband shall not show on the outside of the finished garrison cap. The front and back ends of the garrison cap shall not be creased.
3.11 Sizes and finished measurements. The finished garrison cap shall conform to the measurements specified in Table III below (see Figure 1). All measurements are taken with the garrison cap laid flat.
