PURCHASE DESCRIPTION

Marvel Industrial Band Saw System 10 September 2020

1.0. DESCRIPTION: The Contractor shall provide all personnel, parts, tools, materials, equipment, installation, training, travel and shipping required to provide one (1) Marvel Industrial Band Saw System to the 402d Maintenance Support Squadron (MXSS)/MXDV, Bldg. 321, Station 15 at Robins Air Force Base, Georgia.

2.0 SUPPORT.

2.1 Warranty. The Contractor shall provide a two (2) year manufacturer warranty on parts and labor at the date of acceptance of all items.

2.2 Delivery. The Contractor shall provide no later than a 30 day notice on the delivery date of the machine and deliver all items no later than 16 weeks/FOB Destination after contract is awarded and delivered to Government Representatives listed in Paragraph 2.8.

2.3 Start-up Supplies to include:

A. Hydraulic Oil: 10 gallons (38 liters) in machine.

B. Bandsaw Blades: One (1) Welded-Edge Eagle Beak VTR blade 3/6 tooth pitch.

C. Manufacturer’s Technical Data: Two (2) sets consisting of parts list, operating and maintenance instructions, installation plan, wiring, elementary electric and hydraulic diagrams, and electrical and hydraulic component list.

2.4 Installation and Training. The Government shall install the unit in Building 321 including assemble accessories, level machine and wiring. Within two (2) days after completion of the installation, the Government shall contact the Contractor to schedule the start-up and training. The start-up and training shall not take more than two (2) days. The Government will anchor after the Contractor has verified the alignment. The Contractor will also verify proper rotation of coolant pump and motors, mix and fill coolant, install band saw blade, verify proper functions of machine. The Contractor shall conduct a functional test of the system to ensure the system is operating properly. A Government Representative of the system will witness and approve the test. The Contractor will train up to four (4) Government POCs on the use and maintenance of the machine. The contractor shall contact the Government point of contact, Jason Higley, 478-926-8803/jason.higley@us.af.mil, within ten (10) days of contract award to ensure physical shipping address is correct.

2.5 The Contractor shall provide one (1) electronic format manual on all equipment installed within seven (7) days after contract award. (CDRL A001, DI-TMSS-80527C, Commercial Off-The-Shelf (COTS) Manuals and Associated Supplemental Data)

2.6 The Contractor shall provide one (1) electronic format Hydraulic and Electrical Schematics on all equipment installed within seven (7) days after contract award. (CDRL A002, DI-SESS-81003F, Commercial Engineering Design Data and Associated Lists)

2.7 1. References.

1.1 Occupational Safety and Health Administration (OSHA) Part Number 1910.1200 App D SDS, Subpart Z Toxic and Hazardous Substances.

2. Format. The Report shall be in electronic format.

3. Content. The Report shall include all of the information specified in the Occupational Safety and Health Administration (OSHA) Part Number

3.0 GOVERNMENT FURNISHED PROPERTY OR SERVICES. The Government will ensure sufficient floor space, voltage, electrical connection and amperage requirements is immediately available to the Contractor when they arrive to perform the installation and training. The Government will not provide use of a forklift. No other Government property or services will be provided.

4.0 GENERAL INFORMATION.

4.1 Access to Government Facilities:

4.1.1 Base Access: The contractor will be escorted by Government personnel at all times during all service calls. The Air Force has mandated visitors, to include all non-DOD card holders, to consent to a check of their criminal history prior to being allowed access to installations. The check is similar to a driver’s license check and be conducted at the Visitor Control Center (VCC) off of Watson Boulevard.

4.1.1.1 The Contractor shall ensure Contractor personnel who require access to Robins AFB or other Government facilities comply with the security procedures of the facility.

4.2 Place of Performance: Services shall be in Bldg. 321, Station 15, on Robins Air Force Base. The on-site services shall be performed between the hours of 8:00 am and 4:00 pm (EST), Monday through Friday, excluding Federal holidays and Energy Days observed by Robins Air Force Base. Working any hours outside this period shall be coordinated with the Government Representative and approved by the Contracting Officer.

4.3 Contractor’s Safety Program. (See Appendix C, Part II, Para 7) The Contractor shall establish and maintain an acceptable safety program in accordance with their accepted Safety and Health Plan. The Air Force is part of the OSHA Voluntary Protection Program (VPP). All shall familiarize themselves with the requirements of VPP. Information on the VPP can be accessed at http://www.osha.gov/dcsp/vpp/index.html. Additionally, the Contractor is responsible for the safety and health of all subcontractor employees. No more than two Class C mishaps per contract year and Zero Class A or B mishaps will be tolerated. All changes to the plan must also be submitted in writing and approved by the Government.

4.3.1 Safety and Health Plan: Within 10 calendar days after contract award, thecontractor shall email a copy of their company Safety Plan that is required toensure compliance with the Occupational Safety and Health Act (OSHA)(Public Law 91-596) to 402mxw.se.wf@us.af.mil. The Safety Plan will beprovided to the Safety Office for review. The Safety Office will provideacceptance or non-acceptance within 5 working days of receipt to thegovernment point-of-contact who will notify the CO.

4.3.2 The Contractor Safety Plan shall address in detail the items listed in the Contract Appendix C, Part II through Part IV as applicable. For task specific procedures identified in the Contract Appendix C, the contractor’s internal procedures for those tasks must be identifiable within the submitted Safety Plan or shall be provided in an amendment or addendum to the company’s Safety Plan. If task specific procedures identified in the Contract Appendix C, are not submitted with the contractor’s Safety Plan, the submitted Safety Plan will be returned as NOT ACCEPTED. The contractor will have 5 working days to resubmit the Safety Plan, amendment or addendum to address or correct issues identified for non-acceptance. The Safety Office will provide acceptance or non-acceptance of the resubmission within 5 workings days of receipt to the government POC who will notify the CO.

4.4 Mishap Notification. (See Appendix C, Part II, Para 5) The Contractor shall notify the Robins AFB Safety Office telephonically at (478)-222-0043 during duty hours and (478)-926-3567 after hours, within four (4) hour after initial notification of all mishaps or incidents for damage to DoD property (material plus labor) entrusted by this contract and employee injuries as a result of the contract operation. A follow-up (written or e-mail) of this mishap/incident notification shall be sent within three calendar days to the Government Representative, the Procurement Contracting Officer (PCO) or the Administrative Contracting Officer (ACO) (with a copy to program manager), who will forward it to the Safety Office. The information that is not available at the time of the initial notification shall be provided within 20 calendar days after the mishap. Mishap notification shall contain, as a minimum, the following information:

a. Contract, Contract Number, Name and Title of Person(s) Reporting

b. Date, Time and exact location of accident/incident

c. Brief Narrative of accident/incident (Events leading to accident/incident)

d. Cause of accident/incident, if known

e. Estimated cost of accident/incident (material and labor to repair/replace)

f. Impound Authority Name and Phone Number (as applicable)

g. Nomenclature of equipment and personnel involved in accident/incident

h. Corrective actions (taken or proposed)

i. Other pertinent information (CDRL A005, DI-SAFT-81563 NOT 1, Accident/Incident Report)

4.5 Agency Affirmative Procurement Programs (formerly GPP). In accordance with FAR 23.404(b)(1), 100% of purchases of Environmental Protection Agency (EPA)-designated products included in the Comprehensive Procurement Guidelines (CPG) list [https://www.epa.gov/smm/comprehensive-procurement-guideline-cpg-program] and/or United States Department of Agriculture (USDA)-designated products included in the bio-based product listings [http://www.biopreferred.gov] shall meet the EPA or USDA standards for recovered materials or bio based content, respectively, unless an item cannot be acquired competitively within a realistic timeframe, meet appropriate performance standards, and/or be acquired at a reasonable price.

4.5.1 In accordance with FAR 23.404(a)(iii), the Contractor shall provide estimates and verification of recovered material for EPA-designated CPG products and certification for both EPA-designated CPG products and USDA-designated bio based products. In accordance with the Robins AFB Green Procurement Program (GPP) Plan, the Contractor shall provide estimates and certifications to the Government for completion of the applicable attachment(s) to be included in the Purchase Request (PR) package.

4.6 Environmental Management Systems (EMS) Awareness Training. All contractor personnel working on Robins AFB/Robins North who perform activities on the installation are required to complete Air Force-provided initial EMS Awareness Training. It is the responsibility of the Prime Contractor to ensure that all sub-contractors, vendors, and employees complete this training prior to beginning work on Robins AFB/Robins North. Notification of training completion shall be sent to both the Robins AFB Contracting Officer (CO) to be maintained in the contract file and Environmental Management, 78 CEG/CEIE, (78ceg.cev.FrontOfc@us.af.mil) for tracking purposes. Failure to provide documentation of EMS Training may result in termination of the contract.

4.6.1 EMS training is provided by Environmental Management at (478) 327-8104 or (478) 926-9645. Contractors have two options to satisfy the mandatory EMS Awareness Training requirement. Contractors that do not have a Common Access Card must use Option 2.

4.6.2 Option 1: (Preferred Option): The Air Force version of EMS Awareness Training is available through the Advanced Distributed Learning Service (ADLS) website: https://golearn.adls.af.mil/kc/rso/login/ADLS_login.asp. EMS Awareness Training is located under the miscellaneous tab. This option is only available to contractors who have a CAC and takes approximately 10 minutes to complete.

4.6.3 Option 2: Contractor requests a copy of the Robins EMS Awareness Training Power Point Presentation from Environmental Management. The request should be sent to the Environment Management Workflow Box at the following email address, 78ceg.cev.FrontOfc@us.af.mil. Once the presentation is received, the contractor is responsible for ensuring that all his/her employees view the training.

5.0 Essential Services During Crisis. The Functional Commander/Director (FC/FD) has determined, by placing in writing their decision, that this requirement is not Mission Essential (M-E) in accordance with DFARS 237.76, Continuation of Essential Contractor Services.
