About this file
This is a Request for Information (RFI) issued by the US Army Contracting Command on behalf of Product Director Base Emergency Communications Systems (PD BECS) for market research purposes only. The Army seeks to identify capable sources to provide commercial Next Generation 9-1-1 Core Services (NGCS) and Emergency Services IP Network (ESINet) connectivity services supporting Army Public Safety Answering Points (PSAPs). The requirement involves IP-based circuits and services to connect 38 Army PSAPs across the United States to commercial NGCS and ESInets, enabling migration from legacy analog telephone networks to Session Initiation Protocol (SIP)-based NG-911 technology while maintaining interoperability with local, county, state, and federal emergency services partners.
Interested offerors must submit capability statements addressing company profile information (name, address, UEI, CAGE Code, DUNS number, and NAICS 517111 status), relevant Department of War experience within the past two years with similar contract size and scope, and technical capability including experience with NG-911/ESINet/SIP integration, network security architecture with session border controllers and encryption aligned with NENA i3 standards, ESINET service delivery models and SIP trunking, provisioning secure IP-based transport with redundancy and failover, and NENA i3-compliant call flow support. Responses must also identify any subcontractors, partners, or joint ventures and clarify whether the offeror will bid as prime or subcontractor. Capability statements are limited to eight pages (excluding cover page), must be formatted in Microsoft Word or Adobe PDF with 12-point font and single spacing, and are due by 08 July 2026 at 4:00pm EST to Contracting Specialist Hoa Luu (hoa.q.luu2.civ@army.mil) and Contracting Officer Katia Lacoste (katia.lacoste.civ@army.mil). This RFI does not constitute a solicitation, commitment to contract, or obligation to compensate respondents; not responding does not preclude participation in any future RFP.

1. Background: The US Army Contracting Command (ACC) on behalf of Product
Director Base Emergency Communications Systems (PD BECS), is conducting market research in accordance with FAR Part 10 to identify capable and qualified sources that can provide commercial Next Generation 9-1-1 Core services (NGCS) and Emergency
Services IP Network (ESINet) connectivity services in support of Army Public Safety
Answering Point (PSAP) operations. These services are required to support delivery of
Session Initiation Protocol (SIP)-based Next Generation-911 calls for service, and associated data, enabling interoperability with external emergency communications networks in accordance with NG-911 operational requirements.
2. Operational Environment: The Army operates thirty-eight (38) PSAPs across the
United States, see list below. It is critical that Army PSAPs have interoperability with their local city, county, state and other federal emergency services mission partners.
Under the PD-BECS modernizations program, Army PSAPs need to migrate from their dependency on legacy, analog telephone networks to SIP based NG-911 technology to preserve that interoperability. Fundamental to that migration is implementing the IP based circuits and services that would connect the Army PSAPs to commercial NGCS and ESInets.
