About this file

This is a Product Description document for a Network Time Synchronization System to be installed at the newly constructed Information Systems Facility (ISF) Data Center. The acquisition requires five Safran SecureSync 2400 Master Clock and Time Synchronization chassis equipped with Oven Controlled Crystal Oscillator (OCXO) technology, each featuring two option card expansion slots and a single fixed AC power supply with L1 GNSS reference receiver capabilities. The complete system includes one multi-constellation outdoor GNSS antenna supporting GPS L1, GLONASS L1, BeiDou B1, Galileo E1, and QZSS L1 frequencies; one PVC pipe antenna mount (48.9 cm length) with hose clamps for rooftop installation; one GPS antenna surge protector with Type N connectors and mounting bracket; one complete grounding kit with copper strap, ground wire, and associated hardware; one active GPS RF splitter with eight outputs and signal amplification; one 300-foot low-loss coaxial antenna cable pre-terminated with Type N connectors; one 10-foot low-loss antenna cable; five SFP fiber optic transceiver modules for single-mode 9/125 mm fiber cabling supporting 1Gb network speeds; and five additional 10-foot low-loss antenna cables dedicated for connecting the RF splitter outputs to each SecureSync base unit.

The system is designed to provide microsecond-level precision timing distribution across IP networks using Network Time Protocol (NTP) and Precision Time Protocol (PTP/IEEE 1588-2008), with multi-GNSS constellation support ensuring timing resilience for secure network logging and telemetry data synchronization. This is associated with a Sources Sought Notice (RFI) issued by the Department of the Army Materiel Command Mission and Installation Contracting Command Fort Hood under Solicitation Number PANMCC-26-P-0000_052707. The notice indicates this is a pre-solicitation planning document only and does not constitute a formal request for quotes, bids, or proposals at this time. Potential offerors are advised to monitor sam.gov for future solicitation releases and should not submit unsolicited proposals in response to this notice.
