The service ribbon must comply with MIL-S-3951D, Type II, Size 1 with a wing type clutch, and ribbon material must meet MIL-DTL-11589F and MIL-DTL-11589/27J standards. The lapel button must be manufactured per MIL-DTL-11484G and MIL-DTL-11484/23F. All tooling for fabrication is available from The Institute of Heraldry (TIOH) under specified tooling numbers (1777, 1778, 1779, 1780, and 2203), and contractors must acquire only from TIOH certified manufacturers. A pre-production sample is required for evaluation, and a Certificate of Compliance is required for use of government loaned tooling. Each unit must be packaged in a PPP-B-566 Style II tuck end box, marked per MIL-STD-129R(2), and bar coded per ISO/IEC-16388-2007 Code 39 symbology. Quality assurance inspection is required, with final inspection at destination. Packaging specifications apply for orders exceeding $5,000.00. Partial shipment is not acceptable.
