About this file
This is a Question & Answer Report for an Invitation to Bid (ITB) issued by Escambia County Purchasing for the CDBG-DR ECAT Bus Shelter Manufacturing Project (HS018). The county is seeking to manufacture and deliver ninety-one (91) bus shelters for Escambia County Area Transit (ECAT). The response deadline for bids is October 7, 2026 at 1:00 pm, with the county planning to present the award to the Board on October 15, 2026. Notice to Proceed (NTP) is anticipated approximately one to ten days following Board approval. This is an Invitation to Bid procurement, meaning no scoring of proposals will occur; instead, responsive and responsible bidders will proceed to bid tabulation. The contract will not involve negotiation with the winning bidder, as is standard practice for ITB procurements.
Key clarifications from the Q&A report address material specifications, design requirements, and project timelines. Alternatives to anodized aluminum will be considered if they meet specifications and warranty requirements. Bidders may submit comparable designs for approval, but substitution requests must be received by September 16, 2026 at 3:00 pm to allow time for addendum issuance. The county confirmed that the contractor's license requirement has been removed for this material supply contract. The manufacturing lead time and delivery schedule will remain unchanged to meet existing grant deadlines and ensure project completion prior to grant expiration. Bidders are advised to refer to attachments E and F of the solicitation regarding PE-stamped design documentation. All bids received are considered public records under Florida's Sunshine Law and are no longer proprietary once the bid is awarded or the solicitation is canceled.

Question: How will the RFP submittals be scored to determine the best proposal for Escambia County?
Sep 10, 2026 2:52 PM
Answered by Angela Jones: This is not an RFP so no submittals will be scored. This is an Invitation to Bid so once the bidders are determined to be responsive and responsible then we will issue a Bid Tabulation.

ITB-CDBG-DR No. PD 25-26.110
Sep 10, 2026 2:54 PM
Question: Will you want an exact match for the design you provide of the bus shelter, or a comparable design? If comparable rather than exact, how will you evaluate which design better meets your criteria?
Sep 10, 2026 2:54 PM
Answered by Liz Bush: A comparable design would need to be submitted as a substitution for approval prior to the Q&A period ending so there would be sufficient time to issue an addendum.

4. contract
Sep 10, 2026 2:55 PM
Question: how long does it typically take to negotiate a contract with the winning bidder? This can affect the final delivery date of the bus shelters.
Sep 10, 2026 2:55 PM
Answered by Angela Jones: This is an Invitation to Bid so there will be no negotiating. We plan to take this to the Board on the 10/15/26 board meeting so NTP would be roughly a week to 10 days after that.

5. No subject
Sep 14, 2026 12:11 PM
Question: 1) Since this is a material supply only contract, could the requirement for a contractor's license be removed? 2) The manufacturing lead time presents timeline concerns. Can the delivery of the shelters from award be changed to 16-20 weeks from award? 3) has this design been PE stamped previously for earlier projects? Considering the project location, and changes in national loading codes we feel a design would need to be reviewed and sealed by a third-party PE firm. This process can add 2- 4 weeks to the submittal process.
Sep 14, 2026 12:11 PM
Answered by Liz Bush: 1. Yes. 2. No. Due to the existing deadlines outlined in the grant, the project timeline must remain unchanged to ensure the project is completed prior to the expiration of the grant.
3. Please refer to attachments E and F of the solicitation.

ITB-CDBG-DR No. PD 25-26.110
Question: We would like to submit a comparable bus shelter for your review and approval. How do we submit this to you and is there a way to keep the design proprietary?
Sep 14, 2026 2:55 PM
Answered by Angela Jones: 1. Please send the shelter you want the County to review to purchasing@myescambia.com, Subject: PD PD 25-26.110, Attention: Kent Jensen and they will distribute it to the appropriate personnel for review. Substitution requests must be received no later than September 16, 2026 at 3:00 pm to be considered. 2. Due to Florida’s broad public records laws, commonly referred to as the “Sunshine Law,” all bids received are considered public records and are no longer proprietary or confidential once the bid is awarded or the solicitation is canceled.
