About this file

This is a Question & Answer Report prepared by Escambia County Purchasing for Invitation to Bid (ITB) No. PD 25-26.089 regarding the Bob Sikes Fishing Pier South construction project. The project involves comprehensive rehabilitation of the pier structure, including substructure repairs, cathodic protection system implementation, pile jacketing, concrete spall repairs, ADA upgrades, solar lighting improvements, and handrail enhancements. The bid deadline is July 27, 2026 at 10:00 AM. The project is funded through RESTORE and DH017 programs and requires Buy American Build American (BABAA) compliance. Key bid items include pipe bollards, swing gate posts, alkali activated anodes (revised from 188 to 121 units), pile jackets with cathodic protection, and various concrete repair elements. The work requires coordination with a Cathodic Protection Specialist for jacket systems design and includes load limitations on the existing structure as detailed in the construction submittals.

The Q&A report clarifies critical project specifications and contractor requirements. No publishable budget was provided with the ITB; contractors are instructed to submit competitive bids based on the scope of work. An Engineer's estimate will be provided in an addendum. Escambia County does not have existing as-built plans for the pier structure, requiring contractors to conduct their own site assessment. The county will not permit processing of demolished concrete in staging areas without approved containment systems due to dust and noise concerns affecting neighboring businesses. Liquidated damages are assessed at $2,667.00 daily with no cap, though contractors may formally request time extensions for weather, supply chain delays, or material lead times. The fire hydrant at the south end of the construction parking area is available for potable water with required coordination and metering. Additional clarifications address solar lighting manufacturer flexibility (First Light Technologies Ltd. SCL2 Series specified but other BABAA-compliant fixtures acceptable), submittal requirements to be completed post-award, and testing protocols for repair materials and cathodic protection systems.
