About this file

This document is a Limited-Sources Justification (LSJ) for a federal contract opportunity to provide program support services to the Department of Homeland Security (DHS) Cybersecurity and Infrastructure Agency (CISA). The services required include emergency planning, files management, administrative support, program control support, budget and financial management, procurement support, and communication support.

The LSJ cites the authority under FAR 8.405-6(a)(1)(i)(B) to limit sources to Culmen, the incumbent contractor, as the only source capable of providing the highly specialized services required at the necessary level of quality. Culmen currently provides the full range of services needed, has the critical technical knowledge and experience, and can make qualified staff immediately available. The Contracting Officer determined Culmen's anticipated prices will be fair and reasonable consistent with their GSA Federal Supply Schedule contract. The related federal contract opportunity, Solicitation Number PCCS-24-10004, was awarded to an unknown vendor on 2024-08-29 for an unknown amount.

4. Authority and supporting rationale.

Authority: FAR 8.405-6(a)(1)(i)(B) Only one source is capable of providing the supplies or services required at the level of quality required because the supplies or services are unique or highly specialized.

Rationale: Only Culmen is capable of providing the services required at the level of quality required because the services ordered are highly specialized and involve technologies, strategic program management, and multi-disciplinary coordination, and no other source is capable of delivering the quality required for the Governments immediate short-term needs.

Culmen is currently providing the full range of services needed such as AI-driven task prioritization, procurement support, data analytics for program control, and communication tools. For the ongoing effort, Culmen is uniquely qualified because it has the critical and requisite technical knowledge and experience with the work and can provide the services at the level of quality required to meet MEs specific needs of the program with efficiency and precision. They have the qualified staff with the required base knowledge and experience with the programs. Culmen can make them immediately available for the time required for this effort. Culmen has the required number of personnel already in-place and cleared through all DHS/CISA security requirements, and to bring another vendor in for this short period would result in delays due to security processing and on-boarding.

It is essential that the Government continue to receive services at the level of quality required for this limited period of performance. The requisite expertise is necessary for ongoing support until the follow-on task order is awarded in Q1 FY2025. Without Culmens continued support, the Program would assume substantial performance risk with detrimental impact to operations and severely diminish the quality of service ME provides to its stakeholders. Culmen is the only source that has the resources and experience in place necessary to provide ME the required services without risking an interruption in mission capabilities.

For these reasons describe above, Culmen is uniquely qualified to meet MEs requisite and immediate needs.

5. Determination by the ordering activity contracting officer that the anticipated order represents the best value consistent with FAR 8.404(d).

The Contracting Officer determined the anticipated prices will be fair and reasonable based on prior acquisition history. Furthermore, the Contracting Officer anticipates the prices will be fair and reasonable consistent with Culmen GSA FSS contract that includes fair and reasonable maximum rates.

6. A description of the market research conducted among schedule holders and the results, or a statement of the reason market research was not conducted.
