About this file

This document is a Limited-Sources Justification (LSJ) for a federal contract opportunity. The LSJ explains that Konica Minolta Business Solutions U.S.A., Inc. is the only approved manufacturer for multi-function devices (MFDs) in the DHS Technology Reference Model that meets all of CISA OCIO's requirements within the current time frame. The required MFDs must be compatible with CISANet and have Microsoft Azure Universal Print capability. Konica Minolta's "i series" MFDs are the only products that meet these qualifications. The contract, GS-03F-135DA, was awarded to an unknown vendor on 2024-09-27. The contracting agency is the Department of Homeland Security's Office of Procurement Operations.

Limited-Sources Justification (LSJ) For orders or BPAs exceeding the micro-purchase threshold and below simplified acquisition threshold

LSJ No.: FY24-00137

4. Authority and supporting rationale. Demonstrate the proposed contractor’s unique qualifications to provide the required supply or service, if applicable.

FAR 8.405-6(a)(1)(i)(B) Only one source is capable of providing the supplies or services required at the level of quality required because the supplies or services are unique or highly specialized.

Konica Minolta Business Solutions U.S.A., Inc. (Konica) is the only approved manufacturer for MFDs in the DHS Technology Reference Model (TRM) that meets all of CISA OCIO’s requirements within the current time frame. The DHS TRM is a set of categorized software and hardware products and standards. A software or hardware product, regardless of cost that must be in the TRM and approved for use to prevent pilot denials and delays. Additionally, all products must be compliant with Federal Information Security Management Act (FISMA) security guidelines and standards. In order for a new model to be added to the TRM, technicians must review the request and then a test model device for security purposes.

In addition to being an approved device in the TRM, the required MFDs must also have functionality to operate on CISANet and have Microsoft Azure Universal Print (AUP) capability. AUP is a modern print solution that organizations can use to manage their print infrastructure through cloud services from Microsoft. When deployed with Universal Print ready printers, it doesn't require any on-premises infrastructure. In 2024, OCIO began migrating the CISA enterprise network from Local Area Network (LAN-A) to CISANet.

OCIO discovered that the current MFD models on the LAN-A lacked the functionality to operate on CISANet. In order to meet the cutover timeline to CISANet by October 2024, the OCIO team tested only the Konica models listed in the TRM for CISANet functionality and Microsoft AUP capability. The testing and review process can take 6-12 months for network approval. Thus far, the team identified only two Konica models (“i” series) that meet all the Government’s requirements within the current time frame. A search in the TRM dated September 4, 2024, confirmed CISA has 6 approved MFD (bizhub “i” series) versions that are manufactured by Konica Minolta.

Below is a summary of OCIO’s product comparison:

Company Product TRM Authorized

(Y/N)

CISANet Functionality

(Y/N) AUP Capability

(Y/N) Konica Bizhub C550i Y Y Y Konica Bizhub C360i Y Y Y Konica Bizhub C654e Y N N Konica Bizhub 284e Y N N Xerox B305 N N N

HP 34 M277 N N N

Based on the above results, the Konica MFD is the only product that meets all the Government’s minimum requirements and is approved in the TRM.
