About this file

This document is a Sole Source Justification (SSJ) for a simplified acquisition over the micro-purchase threshold and up to the Simplified Acquisition Threshold (SAT) pursuant to FAR 13.106.

The procurement is for a 20'x20' trade show booth that includes custom counters, tables, furniture, TVs, a hanging sign, 3D logo, pucklights, flooring, and graphics. The anticipated price will be determined fair and reasonable based on a comparison to previous prices paid for the same services on a prior contract. Sustainable Exhibits Management Group, Inc. is identified as the only source reasonably available to fulfill this requirement due to their prior design of CISA's existing trade show booths, which must be managed together. CISA intends to store one booth in the Orlando, FL area and two in Las Vegas, NV to reduce shipping costs. The new booth will be added to Sustainable Exhibits Management Group, Inc.'s existing storage contract. This will be a sole source award to Sustainable Exhibits Management Group, Inc. in accordance with FAR 13.501(a)(1)(iii) and 6.305(a).

OPOAM 3013.106-1(b) Sole Source Justification (SSJ)

For Simplified Acquisitions (over the micro-purchase threshold and up to the Simplified Acquisition Threshold (SAT) pursuant to FAR 13.106, including Brand Name

Sole Source Justification for Simplified Acquisitions (over the micro-purchase threshold and up to the SAT) 1-1

SSJ No.: FY24-00289

Date: 8/12/2024 PR Number: PCCA-24-00332

1. Nature and/or description of the item/service being procured and anticipated cost:

The procurement of (1) 20’x20’ trade show booth that includes custom counters, tables, furniture, (2) TVs, a hanging sign, 3D logo, pucklights, flooring, and graphics.

2. Sole Source Justification Rationale in accordance with FAR 13.106-1(b)(1)(i) and (ii).

(Check one and explain below):

____X____Only one source reasonably available.

_________ Urgent and compelling circumstances exists.

_________ Exclusive licensing agreement exists.

_________ Brand name. If the brand name requirement applies to a portion of the procurement, please identify that portion.

_________ Industrial Mobilization _________ Other. Explain:

CISA will manage over 30 conferences in FY25 and the majority of those will utilize the 20’x 20’ exhibits. Currently, CISA owns three trade-show exhibit booths. Two were designed and built by Sustainable Exhibits Management Group, Inc., and the 3rd exhibit booth was designed and built by a different vendor. The 3rd exhibit booth that was not designed and built by Sustainable Exhibits Management Group, Inc. is damaged and needs to be replaced. This new exhibit booth purchase will replace the damaged booth in CISA’s inventory. Furthermore, all three exhibit booths must be managed together in order to effectively coordinate and manage conference logistics. CISA’s intent is to store one of the booths in Orlando, FL area and two exhibit booths in Las Vegas, NV. This will reduce costs associated with shipping the exhibit booths back and forth from the east to the west coast. The new exhibit booth can also be added to the existing exhibit booth storage contract (provided by Sustainable Exhibits Management Group, Inc.), rather than having multiple exhibit booths stored with separate vendors. Market research shows that vendors will not store or manage booths/exhibits that they did not design or build. Thus, Sustainable Exhibits Management Group, Inc. is the only source reasonably available that provides the type of equipment, and related services, required to support the agency’s needs. In addition, purchasing this 20’x20’ exhibit booth, which Sustainable Exhibits Management Group, Inc. already designed, saves CISA money by having the necessary specifications for the exhibit booth, as well as cost savings from owning the assets
