The system must include one main POS server with UPS backup, one main restaurant station with touchscreen monitor and cash register, one kitchen order receipt station, two satellite touchscreen stations, and ten tablets with chargers for wait staff. The initial contract term is two years with three optional one-year renewal periods, with the College reserving the right to extend for up to six additional months at current rates if the contract is not renewed.
Pricing must be submitted as a separate section detailing all hardware, software, installation, training, ongoing support, warranty, upgrades, and any recurring fees as a not-to-exceed offer. The College will not consider cloud-based or hosted solutions and reserves the right to purchase components in part or in whole. Three minimum references are required, and vendors must provide current W-9 forms and proof of Colorado commercial general liability insurance of at least $1,000,000 per occurrence. The evaluation committee will assess proposals based on POS functionality, transaction processing speed, ease of use, solution simplicity, ongoing support, warranty, training quality, tablet specifications, and cost. PCC-RFP-1514
Hospitality Point of Sale System
I. REQUEST FOR PROPOSALS
A. Request
Pueblo Community College (PCC/College) is now accepting proposals for the purchase and installation of a full featured/integrated Restaurant Management / Point of Sale (POS) Software System that is open and non-proprietary in nature. The objective of this project is to purchase a system that will fully integrate all workflows and processes for a fully functional restaurant.
Respondents to this RFP must submit a proposal to the College, which will address the various components as set forth in this RFP.
B. Obtaining a Request for Proposal
This document is available to all qualified Providers that receive a copy from the Colorado VSS System prior to the closing date/hour of submission.
II. BACKGROUND INFORMATION
A. Project Background
PCC is a two-year associate degree issuing institute of higher education operating as a member of the Colorado Community College System and subject to the laws and regulations as an institute of higher education maintained by the State of Colorado. However, the College has recently been approved to pursue a four-year degree program in Culinary Arts.
As part of the Culinary Arts Program (CUA), the department operates a fully-functional restaurant (the GPA Dining Room) as part of its educational opportunity that instructs students on the subtler details of customer service, food order preparation, food service, kitchen management, order processing, etc. In turn, a small standard fee is charged for various entrees.
Currently, an antiquated POS system is in use in the GPA Dining Room which is in need to be replaced. The current Request for Proposals is designed to fulfill this need.
The GPA Dining Room currently requires POS accessibility for ten (10) students serving as wait staff, managers, etc. with a facility capacity of a minimum of 22 tables/60 seats and maximum of 30 tables/110 seats.
The restaurant provides food and beverage services to PCC students, staff, and the general public. The preferred server order taking devices at this time would be a tablet / handheld device and the overall system requires a flexibility to be easily programmable and easily modified to account for varying menus and educational hospitality functions.
Provider’s proposal is to include any and all application software, client license requirements, training, hardware and system components necessary to install, use, manage and maintain a fully integrated System which will be operated and managed independently by the College. PCC reserves the right to purchase the system in part, or in whole. PCC will not consider offers of a hosted/cloud-based solution.
B. Provider’s Response to Questions
Provider is to respond to each item in the Scope of Work, Section IV. The applicability, content, and technical merit of each response will be factored into the evaluation criteria of the submitted proposal. Failure to respond to the items will detrimentally affect the Provider’s evaluation score.
When responding to each question/item, restate the question/item in order as presented and supply your answer as clearly as possible without excessive narrative.
Explain how your proposed system addresses each question/item. In addition, identify if the function of each item is provided in your base system, is currently scheduled for a future enhancement and when, if there is a charge for customization, or if the function of that item is not provided.
If a direct response is not required, Provider is to respond to the statement with ‘Noted and Understood” indicating Provider has read the statement and understands its intent.
If Provider has any exceptions to any of the questions/statements in the Scope of Work, Provider must state what the exceptions are.

Unless the College notifies Provider in writing that the agreement is not renewed for the upcoming year, the agreement shall renew every year for the term of the agreement. Such renewals can only be made in one-year increments.
D. In the event the College does not opt to renew the contract as stated under Section III (C) above; the College reserves the right to extend this contract at the current rates for a period not-to-exceed six months total for the purpose of completion of services started prior to current contract expiration or until a new contract can be established.
