Q&A Round 2 – Strat Recruitment

1. Q: For the price proposal, are you looking for anything beyond a line item budget and calculation details?

A: At a minimum, please provide a line item breakdown of all the costs proposed and the total proposed for each year 2015‐2020 (1 base year plus 4 option years).

2. Q: We just wanted to confirm as we put our proposal together to submit on the RFQ PC‐15‐Q‐019 that submission by the May 8th date would qualify us for a program to start August 17th?

A: Yes. A successful offer submitted by the May 8th deadline will be awarded in time to start two weeks before your schools’ fall 2015 class start date.

3. Q: Will you please send a letter with a statement clarifying the IDC/F&A rate that Peace Corps will accept?

A: Based on historical data and the in‐depth market research that our regional offices performed prior to release of this solicitation, Peace Corps found that no administrative overhead/IDC/F&A rate or a minimal rate in the 10% range is more applicable to this type work. Peace Corps does not have an official policy that calls out a specific rate we are allowed to accept for this requirement. However the equipment, facilities and administrative costs that are applicable to the work being solicited are minimal. This requirement is for part‐time recruitment services and mainly requires simple use of a desk, computer and, from time to time, a room or portion of a room for on‐campus recruitment events. In past contracts, an F&A rate has been negotiated in consideration of the fact that recruitment necessitates minimal use of a school’s equipment and facilities. Furthermore while Peace Corps understands that some Colleges and Universities have established rates for more complicated Research and Development requirements or for grants with large federal agencies, ours is a small, independent agency.

4. Q: In the Technical Proposal which is to address the Statement of Work/Specifications, sections C.2.3 and C.2.5. each refer to very detailed strategies and expectations set forth by the Peace Corps and I am not fully clear on how much detail is typically provided. Is it acceptable to state that (the school) will support these activities and outreach in several specific ways and through various… offices and personnel to meet all of the requirements or should a similar table be created listing each item and then offering how it will be accomplished?

A: For both the Campus Recruitment Strategy Plan and the Tasks, Indicators and Expected Results sections, it is enough for the Contractor to acknowledge the specific requirements and state that it will meet the expected results. Where needed or appropriate, it is acceptable to detail ways in which the Contractor plans to do this, particularly if the additional information will strengthen the application.

5. Q: The number of optional years the Northeast Regional Recruitment Office will allow directs us to Section J and for (the school) to be available in Section J.2. However, I have not been able to locate the information. Could you direct me to the part of Section J.2 that I need to attend to, so that we may ask for the maximum number of years allowed for our region?

A: Please propose for the maximum number of years (1 base year plus 4 option years).
