QUESTION #1
Will Version 4 of the NOAA ESI guidelines be superseded by Version 5 once published by NOAA?
ANSWER #1
Yes, ESI data and maps will be produced in accordance with the latest version of the National Oceanic and Atmospheric Administration (NOAA)’s Environmental Sensitivity Index Guidelines when posted at https://response.restoration.noaa.gov/resources/esi-guidelines.
QUESTION #2
Does RFSOQ-15346 require a Professional Surveyor and Mapper licensed in the state of Florida?
ANSWER #2
A Florida licensed Professional Surveyor and Mapper is required. A contractual agreement with a licensed Professional Surveyor and Mapper can satisfy this requirement.
QUESTION #3
In the RFP, under Interviews on page 6, it lists “Selection of finalists for interview will be made on the basis of professional services qualifications, including survey, mapping, ESI geodatabase development and cartographic map production in accordance with NOAA’s Office of Response and Restoration Environmental Sensitivity Index Guidelines, GIS application development, field training, and support for emergency responses.”

QUESTION #5
Under Task Assignment Authorization, #2, you refer to local permitting experience. What type of permitting are you referring to?
ANSWER #5
Some permitting experience may be relevant for associated services such as support for oil spills, hazardous materials spills, hurricanes, and other emergency response incidents (i.e. assistance with USACE and FDEP restoration permits).
QUESTION #6
Is it possible the FWC would consider an extension for this RFSOQ?
ANSWER #6
No, this will not be extended and the Calendar of Events will remain the same.
QUESTION #7
Since the discipline is listed as Surveying and Mapping, does the scope anticipate traditional surveying activities (e.g., coastal surveying, bathymetric surveys), or will the work primarily involve GIS analysis, desktop mapping, and data integration?

ANSWER #11
Field work activities related to ESI data collection and associated services will be coordinated with the contractor and specified in the scope of work for the task assignment.
QUESTION #12
Since the discipline is listed as Surveying and Mapping, is on-site emergency response and training expected from contractors? Or is the emergency response support primarily GIS/data support, or could it involve field deployment?
ANSWER #12
Remote and on-site training/emergency response support relative to ESI surveying and mapping products is included.
QUESTION #13
How many task orders per year does FWC anticipate issuing under this continuing contract?
ANSWER #13
Contract work is dependent on annual budget allocation, grant awards, partner collaborations, spill responses, hurricane responses, etc.
QUESTION #14
What is the typical task order size and duration for ESI mapping projects?
ANSWER #14
Task assignment size and duration varies by project, is dependent on funding sources and other factors, and is limited to $200,000 per task assignment.
QUESTION #15
Will emergency response assignments be separate task orders or issued under time-and-materials callouts?
ANSWER #15
Associated ESI technical services and emergency response support activities are coordinated with the contractor and specified in the scope of work as a fixed price task assignment.
FWC SOLICITATION ADDENDUM 5
QUESTION #16
Can FWC provide examples of recent or anticipated task assignments under this contract (e.g., ESI atlas updates, emergency response mapping support, GIS tool development)?
ANSWER #16
Examples of previous task assignments can be viewed on the Florida Department of Financial Services FACTS website.
QUESTION #17
In terms of the GIS app development, is the FWC interested in developing an app which the ESI data can be created and maintained or an app specific to utilizing the ESI feature class to support emergency responses?
ANSWER #17
GIS application needs are continually evolving and may be programmatic or incident specific. GIS application development will be coordinated with the contractor and specified by task assignment.
QUESTION #18
Does FWC plan on having the selected firm host the GIS app or will this app be developed within the FWC’s ArcGIS Online Organization?
ANSWER #18
Hosting of FWC data is subject FWC Office of Information and Technology regulation and would likely be within FWC’s ArcGIS Online Organization.

Together, we apply innovative GIS and remote sensing techniques, rigorous quality assurance/quality control (QA/QC), and strict adherence to NOAA and Florida standards to produce transparent, defensible, and interoperable datasets that support planning, spill response, and recovery operations.
LOCALLY-DRIVEN, STAKEHOLDER BUILT DATA PRODUCTS.
Dewberry understands that the most authoritative ESI data is developed through close collaboration with the experts closest to the resource. With offices across Florida, we can meet in person, deploy to the field, and work directly with FWC specialists, regional partners, and local stakeholders to identify, verify, and refine the most current and defensible datasets. By engaging technical experts early and maintaining open communication throughout the project, we make certain that ESI products reflect real world conditions and meet the practical needs of planners and emergency responders.
Thank you for your consideration. We welcome the opportunity to partner with FWC on this important effort and are available at any time to answer questions or provide additional information.
Sincerely, Dave Stein, GISP, Program Manager
