Solicitation Questions and Responses
PBGC01-RQ-16-0043
Questions 7-12 are in reference to the following section of the PWS:
Section 5.3.1. (page 15 of the solicitation) - Although it is expected that most parts and repair services will be covered by the FFP component of this contract (i.e. refrigerant, fans, belts, filters, etc.) the contractor will identify any non-covered parts or services (i.e. compressors, PDU screens, etc.) and provide hourly rates for repair of any such part or service as well as a rough estimate of the cost of the part being replaced.
Question 7: Is this the complete list of non-covered parts: Repair materials and parts for compressors, pump motors, PDU display screens and external control and power wiring?
Answer 7: First, the pump motors included in this list are for the pumps in the pump room only. See also last bulleted item in 5.3.3. Further, if there are other parts listed as non-covered, identify them and the government will take them under consideration.
Question 8: Are there any other criteria to determine if the repair is part of the FFP component or if it is billable?
Answer 8: No. There are no other criteria. Any repair of any item that is not identified as “non-covered” will not be billable.
Question 9: Are there any other criteria beyond the excluded causes for failure listed in Section 5.3.3?
Answer 9: No. There are no other criteria.
Question 10: If all repairs fall under covered equipment, is there a dollar threshold where work would be reimbursable?
Answer 10: Except for non-covered or excluded items, all other repairs fall under covered equipment.
There is no dollar threshold where work would be reimbursable.
Question 11: How is repair/replacement determined?
Answer 11: Repair/replacement decisions will be made when it is determined that the failing unit is no longer repairable. Contractor should make every conceivable effort to repair and keep all equipment in operating condition. However, it behooves the contractor to alert the government well ahead of time about repair issues such as parts (original or replacement parts) no longer available, or other such rationale to afford the government time to discuss and investigate any necessity for replacement.
Question 12: Are we expected to replace defective equipment at the end of its useful life?
Answer 12: Useful life is an ambiguous term. The end of useful life should equate to the end of “repairable life“. When it is determined that equipment will need to be replaced, the government will put out an RFQ seeking quote for replacement of such equipment.
