Industry Questions and Answers, Part II
1. Question: Will the submitted RFP be considered a public document? If so, is it possible for portions of the submission to remain confidential? How would this be accomplished?
Answer: All Government records are subject to the Freedom of Information Act (FOIA). However, Exemption 4 of the Freedom of Information Act (FOIA) protects “trade secrets and commercial or financial information obtained from a person that is privileged or confidential.” Offerors’ proposals contain source selection sensitive information and will not be released to the public. If your proposal is subject to a FOIA request you will be provided an opportunity to suggest redactions that are subject to any of the applicable exceptions.
2. Question: If the document is deemed to be a public document, in Attachment III question C2: Provide the names of the major (i.e. greater than $100 million) U.S. tax-exempt pensions, insurance, and other client accounts currently invested in the proposed strategy (06/30/2015 market value)… Due to confidentiality with our clients would it be permissible to exclude their name and indicate the type of client?
Answer: In addition to the response to Question 1, if the offeror cannot provide the client name please provide the type of client.
