Questions and Responses regarding Data Analysis Administrative Support Services (DAAS) Solicitation # PBGC01-RP-15-0011

The purpose of this amendment is to provide responses to questions regarding Solicitation #

PBGC01-RP-15-0011. (RESPONSES IN RED TEXT BELOW)

1. Is there an incumbent? Or is this a new Requirement? Please share the firms name? Is the firm eligible to bid on this contract?

The Incumbent is Indrasoft Inc. 11150 Sunset Hills Rd. Ste 120 Reston VA 20190. The current contract number is PBGC01-CT-12-0018. The incumbent firm is allowed to bid.

2. What is the total value of their current contract?

This information will not be provided.

3. Are there any incumbent employees? If so can the resume, contact info and their compensation be provided to offeror?

Yes. The incumbent would need to provide this information, see # 1.

4. Can a 8(a) firm team up with other subcontractors and can the past performance of subcontractor be submitted? If so, is there any limitation?

Yes to teaming; No to the past performance of subcontractor being submitted

5. Is the incumbent Contractor eligible to bid on this solicitation?

See # 1

6. How many contractor staff are required to fulfill the contract obligation.

The current contract is staffed with (9) nine staffers.

7. Is the previous solicitation ID for this work available? If so, can we get that from you as well?

The previous solicitation number was PBGC01-RP-11-0018.

8. Reference: F.2 Place of Performance - Question: F.2 Place of Performance states 5% of the work will be performed at sites other than PBGC Headquarters. Would the 5% of the work at varying locations be performed through travel by the same staff that resides at PBGC Headquarters?

The section actually states “may be required to perform…” The work could be done by any HQ team member who has the ability to complete the work.

9. Reference: L.5 – A. General Instructions - Question: Will the government please consider Table of Contents not included as part of the 40 page restriction.

Yes, the table of contents can be excluded from the 40 page count

10. Reference: L.5 – A. General Instructions - Question: Will the government please consider Letters of Commitment not included as part of the 40 page restriction.

Yes, the letters of commitment can be excluded from the 40 page count.

11. Reference: L.5 – A. General Instructions - Question: Will the government please consider a small font requirement for graphics, for example Arial 8Pt?

Yes, only for tables, charts, and graphics purposes

13. Reference: L.5 – B. Part I Written Technical Proposal – Factor 2 “Offeror shall submit a resume for both Key and Other Personnel” - Question: Will the government please clarify: Are we to submit resumes for all key and other personnel or submit resumes for key personnel and then other personnel as we see fit?

Submit for both Key and Other Personnel including Subcontractors.

14. Reference: H.9 Key Personnel: Data Specialist is listed with a 3 next to it. - Question: Does this mean we need to provide three Data Specialists as part of key personnel?

Yes, Offeror must provide a minimum of three Data Specialists as a part of key personnel.

15. Will there be any extension to the proposal due date Jan 27?

At this time we are not considering extending the proposal due date.

16. Is the current incumbent Indrasoft Inc. / contract# PBGC01CT120018?

See # 1

17. Is the current incumbent eligible to prime as an 8(a) small business?

See #1, The Incumbent would have to provide this information.

18. Section B: - Pricing – please confirm all bidders use NTE $5000 for ODC CLINS when entering

Total $______. All bidders must use $5000 correct?

Correct. $5000 is the Not to Exceed Amount for ODC Per Year

19. No on-site support (part time or full time) will be requested (other than the stated approx. 5%) for outside of PBGC Headquarters correct?

Support is completely on-site (HQ); 5% is if for some reason one of the satellite offices needs assistance that would be best served face-to-face.

20. Is this a follow on contract or a brand new contract?

Follow-On

21. If it is a follow on contract:

a) who is the current incumbent?

See # 1

b) Is the current incumbent able to bid on the contract?

See # 1

c) are all the positions filled?

Yes

d) can we get the names and POCs of the contractor personnel?

This information will need to be obtained from the incumbent. See # 1.

e) are any of the positions a new requirement?

Yes, the requirement now requires a Supervisor.

22. If it is a brand new contract, was the work being performed by any government personnel or is this a new requirement?

Refer to #20

23. How many past performance evaluations are required? Can the subcontractor's past performance be counted?

See Section M.2.4. Three (3) Past Performance References must be from the Prime.

24. Are there a total of 6 full-time and 1 part-time contractor personnel required as below:

The current contract is staffed with (9) nine Staffers.

25. B.4 Pricing Schedule specifies that “Offerors shall provide a Firm Fixed Price for CLINs 0001 through 4001.” It then indicates in bold that “The contractor shall provide a firm fixed price for the CLINs 0001-4002.” Please confirm that CLINs 0001-4002 is correct, as this lines up to the provided pricing schedule.

Correct. The total price includes all CLINS Plus Other Direct Cost (ODC)s.

26. Are we to use the Govt provided NTE amount ($5,000 per year) for ODC/Travel in our price proposal, or should we propose our own ODC amount?

The estimated amount for Other Direct Cost (ODC) shall not exceed $5,000.

27. Are transition in/out costs to be included in the appropriate CLINs? Are transition costs acceptable?

Yes. Contract transition should be factored into the price.

28. H.9 Key Personnel identifies Data Specialist (3) – TBD and Oracle Data Specialist (1) – TBD. Is it the Govt’s intent that three Data Specialists and one Oracle Data Specialist be proposed? If additional Data Specialists or Oracle Data Specialists are proposed are they also considered Key Personnel for this effort?

Yes, a minimum of 3 Data Specialist and 1 Oracle Specialist proposed. Additional Data Specialist and Oracle Specialist personnel will not be considered key personnel.

29. Are we required to complete Section K as part of our proposal submittal? If so, where in the proposal should this be included?

Yes, The Offeror is to complete section K. This should be included as part of the Price Proposal.

It is excluded from the page count.

30. Resumes are not include in the 40 page limit of the Technical Proposal. Is there a page limit for the resumes? Please confirm that Table of Contents is excluded from the page count.

No page restriction on the resume. The Table of Content is excluded from the page count.

31. M.2.3 Factor 3 Management Approach requires the submittal of a Personnel Management Plan, Quality Control Plan, and Staffing Plan. Are these three plans included in the 40 page limit of the Technical Proposal?

Yes, they are included within the page count.

32. M.2.3 Factor 3 Management Approach requires the submittal of a Staffing Plan as part of the proposal. C.13 Contract specifies that the Staffing Plan is to be provided within 7 business days of contract award. Please clarify if the Staffing Plan is required as part of the proposal submittal.

The staffing plan is required as part of the proposal and the final staffing plan must be provided within 7 days of award.

33. Section C.3

Definition of

Work Required (¶ 3, pg 7)

Is the desire to remain using multiple platforms or is PBGC open to reducing these to consolidate the effort?

The platforms stated in this section are those that are required.

34. Section C.5.8

Troubleshooting (¶ 5, pg 11)

Will the Department elaborate on the tools and applications that are considered “within scope” to manage the troubleshooting of internal software?

The tools that PBGC uses are built within Access.

Therefore, the majority of troubleshooting would occur within Access.

35. Section C.5.8

Troubleshooting

(¶ 5, pg 11) Will the scope of internal software troubleshooting be limited to the “Systems, Applications, and Tools” listed in Attachment 03 on page 99 of the solicitation? No, OASD has several tools not listed. All which are Access based.

Will training personnel need to have certifications in the area they are training?

No

37. Section C.11

Core Hours (¶ 1, pg 17)

Will the coverage hours also include PST or strictly EST?

Eastern Standard Time (EST) only.

38. Section H.9

Key Personnel (¶ 1, pg 3 1)

Page 54 list both key and non-key personnel without a specified number.

Does the Department have a specified number per non-key personal positions as indicated for key personnel on page 31?

Data Specialist (3) - TBD Oracle Data Specialist (1) – TBD

39. B4 Pricing: CLIN 1002, Other Direct Cost including Travel & Training/Education, there is a note that state “Cost should not exceed $5,000. Is the $5,000 a monthly or contract cost?

$5000 is the NTE amount per year.

40. How many current and future employees will need to be supported by the existing contract this contract.

Approximately 900 employees.

41. Does the PBDC have any current data extraction method?

PBGC has various methods of extracting data.

42. How many data base servers and database types will need to be supported?

We do not support servers. The database type supported is MS Access

43. How many actuarial IT support personnel will be required per site?

Headquarters requires this personnel

44. How many sites will require in-house support?

Currently 6 including Headquarters.

45. Please clarify the number of IT support personnel required for the project including all locations

See #6.

46. We would like to formally request an extension due date for the questions for Solicitation

PBGC01-RP-15-0011.

The deadline to submit questions will not be extended.

47. What other software or technologies are we expected to use other than the ones mentioned in the solicitation such as "SQL, MS access, Oracle, VBA, Share point, Serena Business manager"?

Standard Enterprise Applications (word, excel, etc.). There are no expected others at this time.

48. Can the Key Personnel be on Sub contractor (teaming partner) staff or should they come from the Prime only?

They should come from the Prime only.

49. For Actuarial programmer position- How many hours/month can we estimate to assign?

1,040 hours per year

50. Are there any sub-contractors working on the requirement or have ever worked on the requirement?

Yes

51. How many option years were fulfilled by the incumbent?

Two (2) Option Years.

52. Was the incumbent an 8(a) firm?

Yes.

53. Is there a possibility of awarding this contract to more than one 8(a) firm/prime?

This will be a single award contract. PBGC will not award multiple contracts.

54. What was the percentage of work performed at PBGC HQ by the incumbent(s)?

90-95% of the work

55. What is the min./max. number of contractors for each job category, e.g. data specialist, Oracle Data Specialist; Supervisor?

Refer to #6

56. Page 62 of solicitation for Actuarial Programmer, what annual hours does PBGC consider to be part-time? (i.e. 1660 hrs, 1040 hrs etc.)
