Subject: Response to the Questions from Vendors - RFP# PBGC01-RP-11-0019, Actuarial

Expertise and Systems Support

Q6 Section B.5. Price/Cost and Section J, Attachment A: The Pricing/Schedule provides a single

CLIN for each year of the contract for pricing the Task Orders for performing services within the PWS, Section C. The PWS covers not only the two Task Orders provided in the solicitation but additional services related to the modernization that will be issued in subsequent task orders. Please clarify what is required in the Price Proposal. Is the contractor required on only price the two Task Orders provided in the solicitation?

A6 See Q&A 16 below

Q7 Section B.5 Price/Cost - states that “All work performed as direct labor under this contract must be provided with in the specific hours and at the hourly rate established for each labor category herein. The offeror shall propose unburdened labor rates.” This paragraph appears to assume that all employees assigned to a particular labor category earn the same rate of pay. This is generally not the case, and under a CPFF type award we would generally propose and bill the rate that each individual actually earns, burdened with the appropriate indirect rates. Please clarify whether we should propose and bill each individual’s actual labor rate with burdens or if we should construct labor categories and propose and bill a uniform rate for each individual assigned to each labor category.

A7 See Q&A 16 below

Q11 Section L.10 – Factor 3 Past Performance: Section L seems to require only a list of references that are responding to the questionnaires and the competition of those questionnaires – however Section M indicates that PBGC will evaluate the proposed Past

Performance Information (PPI) based on information received from the prospective contractor. Please clarify if the contractor is also required to submit a past performance citation/narrative for each of the references or are we required to only provide a list of names of the specific references that are responding to the questionnaire?

A11 See L.10 (B) of the solicitation, Factor 3 - Past Performance. We expect to receive the Past Performance questionnaires directly from the references. The questionnaires are required. The offeror may choose to elaborate on its specific past performances but that is not required.

Q16 In Section B.5, page 3 first paragraph of the RFP the following is stated: “All work performed as direct labor under this contract must be provided within the specific hours and at the hourly rate established for each labor category herein. The offeror shall propose unburdened labor rates. See Section J, Attachment A, Format for

Cost-Plus-Fixed-Fee Proposal. “

The RFP further states in section - L.5 52.215-20, page 64 first paragraph

“ (a) Submission of cost or pricing data is not required.

(b) Provide information described in Section B

(c) Provide information described below: See Section L.13 Question - Section B has hours designations “

b. Can PBGC clarify if the contractor is to provide a schedule of IDIQ labor categories and rates? If yes, is PBGC expecting the IDIQ LCAT and rates in any specific format ?

c. Is the contractor only required to provide pricing for the sample Task orders? If the pricing is required for each task order can PBGC advise if a separate attachment A is required for each task order?

d. Can the contractor propose additional non-key labor categories in order to provide additional value and support to PBGC under this contract?

A16

a. Yes.

b. The contractor must provide a schedule of rates for the labor categories for the

IDIQ. The rates and labor categories must be for the base year and each option year. the (IDIQ) schedule must include - Labor category, Fully burdened rate for each labor category - excluding fee. The schedule must show the expected Fee.

c. Pricing is required for each task order. Each task order must be priced using a separate attachment A

d. As part of their proposal, the contractor may propose additional non-key personnel labor categories in order to provide additional value and support to

PBGC.

Q17 Do the sub contractors have to provide unburened labor rates would be helpful. If you need this information the sub-contractors may have to provide this to you directly.

A17 Yes, sub contractors should provide unburened labor rates. Sub contractors can send their full cost proposals directly to the contracting officer.

Actuarial Expert Systems, Deloitte hereby requests copies of the following documents:
