About this file

This is a Payment Bond template document from the City of Santa Monica, California, required for a contract to provide hangar door and gate maintenance and repair services at Santa Monica Airport (SMO). The bond secures performance and payment obligations for the contract awarded by motion on an unspecified date in 2017. The contractor must hold a valid California D28 Doors, Gates and Activating Devices Contractor License and demonstrate a minimum of five years of experience in hangar door and gate maintenance. Scope of services includes biannual inspections, quarterly preventive maintenance, standard service calls, and emergency repair services for multiple hangar doors and secured gate access points at the airport facility. The Request for Proposals was issued on November 3, 2025, with a questions submission deadline of November 10, 2025, and final bid responses due December 11, 2025, at 3:00 pm. The contract includes options for four additional one-year renewal periods, establishing a potential long-term service relationship.

The payment bond amount equals 100 percent of the total contract proposal amount and protects all contractors, subcontractors, laborers, materialmen, and other persons performing work or supplying materials under the contract. The bond remains in full force despite any changes, extensions, alterations, or modifications to the contract terms. Bidders must provide comprehensive pricing proposals including standard hourly rates, quarterly maintenance visit costs, after-hours and emergency service rates, and a percentage discount off manufacturer's parts price lists. Required insurance coverage includes Commercial General Liability, Automobile Liability, and Workers' Compensation insurance, with the City of Santa Monica named as an additional insured. No specific set-aside designations for disadvantaged enterprises are mentioned in the available documents, indicating a competitive bidding process open to qualified commercial contractors specializing in hangar door and gate maintenance services.
