The PPQ provides a detailed rating matrix with five performance levels (Exceptional, Very Good, Satisfactory, Marginal, Unsatisfactory) for assessing the A-E firm's capabilities. Key evaluation areas include technical competence, design issue resolution, responsiveness, coordination, document quality, cost estimation, schedule adherence, and construction support services. The document requires references to complete Sections B and C, returning the questionnaire by 1:00 PM EDT on July 3, 2025, directly to the VA Contracting Team, with specific contact emails provided.
