5. Demonstration that the Contractor’s Unique Qualifications or Nature of the Acquisition Requires the Use of the Authority Cited Above (applicability of authority):

The Ergotron Retractable Wall Mounted TV Holders rotates, extends and folds closed and are to be used in order to install and mount the Patient Educational Monitors purchased. Theses specific mounts allow the monitors to move and rotate in various ways for visual comfort for the patients.

Ergotron wall mounts are extremely flexible unlike others researched, the arm extends upt to 18.8” from the wall but has a nested minmun profile of 3.8” which complies with ADA as well as the available room space. Integrated cable management allows for all cables to be securely hidden from patient/occupants.

MetroMax Shelving Units will be used in order to provide compatibility with existing shelving throughout the hospital. The Pittsburgh Medical Center has maintained Metro Max I Systems products for most Supply Storage rooms within the facility to meet/exceed the VA infections control standards with the Microban and polymer Finish. These storage shelves are utilized throughout most of the hospital. Purchasing the Metro Max I System brand will maintain consistency with existing product as well as provide a cohesive and familiar system for the users. The following cost savings opportunities and efficiencies are expected with the limitation of brands for this acquisition:

By adding to an existing inventory of modular components, the facility will experience a reduction in the time and effort required to plan, coordinate, and accomplish required rack reconfigurations, to include labeling, resulting in an overall cost savings to the Government with respect to labor required to make the needed changes. The design of the required furniture is modular and easily reconfigurable. The Metro Max I System manufactured goods are directly compatible and interoperable with the existing furniture and functionality currently utilized at Pittsburgh VAMC. The interoperability allows for potential reconfigurations in the future, as staffing needs or location needs within the Medical Center may change, without having to purchase new items. Furthermore, this allows for uninterrupted provider operations directly related to Veteran patient care. The Government’s requirement could potentially be met with a number of disparate modular storage systems; however, utilizing multiple systems would adversely affect VAMC operations and impact the overall quality of Veteran patient care. Therefore, no other modular storage system components can meet Pittsburgh’s VAMC’s current infrastructure. Failure to acquire the components mentioned above would disrupt facility-wide continuity in the Medical Center.

The Egan Visual Display/Marker Boards are specialized metal marker boards and tackboards for patient areas. These boards are used throughout the VAPHS Facilities and are the facility standard.

The Specialized EVS Surface Board is not glass which is not permitted within the facilities by Safety and Patient Safety. They have the cleaning ability without ghosting. Specialized COM Fabric on Honeycomb Core and steel back is bleach cleanable. The frame has been designed with no sharp corners and is finished to our safety standards. The VAPHS – Safety / Patient Safety / Infectious Control – has approved both products for use within Patient Care areas due to the cleanability and safety fact.

The series of carts are able to specified to meet the needs of the staff for their usage, each specialized area is able to specify their drawer and cabinet size to meeting their storage needs for treating patients. Staff has been currently utilizing these specialty carts from the Surgical PACU to the Medical Clinics, they have been the preferred cart by Physician and nursers as well as Infectious Control due to their construction.

These carts are lightweight, easy to maneuver, and are secure with the proximity lock. Cart are manufactured out of steel and antimicrobial ABS thromoplastic polymer, the carts have held up over time due to the construction. The carts have a lightweight aluminum case, steel corners that run the length of the cart, plastic is limited to the top and interior or the drawers. Top worksurface is Antimicrobial ABS thermoplastic polymer.

The remaining items making up the requirement do not have the brand name only limitation, and multiple brands will be considered acceptable provided they meet required Government specifications.
