About this file
This sole source justification document proposes the procurement of five Sectera vIPer Universal Secure Phones and repairs to thirty-three existing units from General Dynamics Mission Systems. The Department of Homeland Security's U.S. Citizenship and Immigration Services requires the new phones to replace aging landlines for multiple field offices and repairs to address cracked screens and malfunctions. The Sectera vIPer provides encrypted voice communications and is the only product certified to protect classified information over commercial networks. Delivery for new phones within forty-five days and repairs within one hundred twenty days of award to the sole provider, General Dynamics Mission Systems, is specified. The justification cites the National Security Agency discontinuing status as a vendor and solely certifying purchase directly from the original developer as the rationale for sole source award according to FAR 13.106-1(b)(1).

The Department of Homeland Security, U.S. Citizenship and Immigration Services (USCIS), Office of Contracting (OCON), proposes to award a purchase order to General Dynamics Missions Systems, Inc. (GDMS) on behalf of the Office of Information Technology (OIT), Information Security Division (ISD), Security Governance Branch (SGB).
2. Nature and/or description of the item/service being procured and anticipated cost.
DHS/USCIS/OIT/ISD/SGB, with the support from OCON, prepared this justification for the procurement of five (5) Sectera vIPer Universal Secure Phones with Public Switched Telephone Network (PSTN) connect for multiple U.S. field offices to replace the current secure landline phones that are at the end of their life and repair thirty-three (33) units with cracked screens and/or malfunctions due to shipping issues.
Sectera vIPer Universal Secure Phones provide the latest technology for both non-secure and secure, end-to-end Voice over IP (VoIP) and analog networks, eliminating the need for multiple desktop phones. The vIPer phone is the only VoIP phone certified to protect information classified Top Secret (TS)/Sensitive Compartmented Information (SCI) and below over commercial wired networks. The vIPer works on standard analog networks or on IP networks using SCCP (Skinny Call Control Protocol) or Session Initiation Protocol (SIP)/Assured Services-SIP (AS-SIP). Additionally, no software update is required to transition between network protocols. The following items are included with the purchase of each Sectera vIPer Universal Phone: the PTSN connect adaptor, a RH-11 cable, the VoIP phone chassis, a handset with adjustable foot stand, two Ethernet cables, a power supply, the North American power cable, a users manual, and a two (2) year warranty.
GDMS is the sole developer, manufacturer, and supplier of the Certified Type 1 Sectera vIPer secure Voice over IP encryptor. GDMS is also the sole source original equipment manufacturer, distributor and owner of the software, repair/maintenance, warranty extensions, training and ancillaries for all Sectera product lines. While the Sectera vIPer phone is a proprietary design, the embedded security complies with SCIP Security, Performance, and Interoperability standards, allowing it to communicate with other Type 1 SCIP products, including the Secure Terminal Equipment (STE), which is the Governments current encrypted landline telephone system.

3. Identification of the authority and rationale.
The proposed procurement will utilize simplified acquisition procedures and will be awarded on a sole source basis in accordance with FAR 13.106-1(b)(1) and as specified below.
Only one source reasonably available:
Other. Only one source is capable.
Rationale:
The National Security Agency (NSA) has discontinued their status as a vendor for the Sectera vIPer Universal Secure Phones and now goes directly to the developer, GDMS, to procure this product and the associated repair services. GDMS is the only provider of this product and the repairs at this time. The prior resellers were the General Services Administration (GSA) schedule vendors but have since been terminated from the GDMS resale program due to security concerns raised. NSA currently only certifies for use, the direct purchase from GDMS and only through a Communication Security (COMSEC) account.
