Service lateral connection sealing systems are to be installed without excavation, by using resin-impregnated flexible fiberglass inserts with sealing epoxy elements in the form of a top hat that will be installed into the existing sewer lateral utilizing a pressure apparatus and steam or hot water curing device positioned in the sewer mainline pipe. Sewer lateral connections consist of tee's, wye's or break-in taps of varying size and angle from 30 to 90 degrees and may include over-cut lateral openings, pilot holes or defects in relined sewer pipe. The resin shall be rapidly cured to transform the flexible insert into a hard, impermeable top hat seal around and in the lateral connection. The service lateral connection sealing system shall extend from the mainline into the lateral connection in a continuous tight fitting, watertight pipe-within-a-pipe to eliminate any visible ground water leakage and future root growth at the sewer lateral to sewer mainline connection.
PART II-2 – FY26 SEWER RELINING & POINT REPAIR PROJECT II-8 05/08/2025
The service lateral connection sealing system shall be a fiberglass laminate impregnated with a polyester-resin which when cured is chemically resistant to domestic sewage over the expected lifetime of the rehabilitated pipe. The service lateral connection sealing system shall be compatible with the lining system utilized for the main sewer line and/or lateral sewer lines.
The flexible fiberglass service lateral connection sealing system insert shall be fabricated to a size that when installed will key into the internal surface irregularities of the lateral joint and neatly fit tight to the internal circumference of the sewer lateral. The service lateral connection sealing system shall be a laminate made of non-woven fiberglass materials that allow for circumferential stretching and angular alignment with the lateral pipe connection geometry during insertion. The insert laminate shall seal to the inside wall of the sewer main 3 inches around the sewer lateral opening and to the sewer lateral wall 6 inches up into the sewer lateral pipe from the main. Unless otherwise specified, the installer shall furnish a specially formulated polyester resin and catalyst system compatible with the service lateral connection sealing system process that provides cured physical strength at least to the same level as required for the sewer lateral liner if specified. A secondary epoxy-sealing component shall be used to form a sealing bond between the service lateral connection sealing system and the host lateral and main sewer pipe walls.
The service lateral connection sealing system shall be fabricated from materials which when cured will be chemically resistant to withstand internal exposure to domestic sewage and shall meet the chemical resistance requirements of Section 500-5.5.4 of the Standard Specifications for Public Works Construction (Chemical Resistance Test, “Pickle Jar Test”). The structural performance of the finished pipe must be adequate to accommodate all anticipated loads throughout its design life. The service lateral connection sealing system shall conform to ASTM 0790.
Prior to the installation of the service lateral connection sealing system, the area around the lateral sealing surface in both the sewer mainline and the sewer lateral, shall be cleaned by using high pressure water jetting or a robotic cleaner when necessary. Contractor is to remove roots and debris at the sewer lateral connections to clearly show the sewer lateral in the video. Break-in connections and/or lateral pipes protruding into the mains shall be ground back to no more than a 1/8-inch protrusion into the mainline. Built-up deposits on the sewer main and sewer lateral pipe walls shall be removed. The removal shall reach at least one foot beyond the service lateral connection sealing system to allow the bladder to inflate tightly against the pipe walls ensuring a smooth transition from the service lateral connection sealing system to the existing pipe wall. In relined pipes the sewer lateral must be opened 95 percent or more and edges finished without "teeth". Over-cuts shall not exceed one inch beyond the internal diameter of the lateral. The Contractor shall be responsible, if needed, for bypassing of sewage during the installation of the service lateral connection sealing system. In cases where the temporary backup of sewage is accepted as a replacement for bypassing, the Contractor is responsible for all damage caused by the backup. City must approve sewer bypass prior to installation. Contractor is to operate and maintain service of sewer main at locations where the service lateral connection sealing systems are to be installed per Bid Item 3-8 of these specifications.
During construction, a City inspection is required to confirm means, methods, and materials.
Installation of the service lateral connection sealing systems shall not, in any way, damage or adversely affect the sewer mainline. The resin impregnated service lateral connection sealing system shall be loaded on the applicator apparatus, attached to a robotic manipulator device and positioned in the mainline pipe at the service connection that is to be rehabilitated. The robotic device together with a television camera will be used to align the service lateral connection sealing system with the sewer lateral connection opening. Air pressure, supplied to the applicator through an air hose, shall be used to insert the resin impregnated connection repair product into the sewer lateral pipe. The insertion pressure will be adjusted to fully deploy the service lateral connection sealing system into
PART II-2 – FY26 SEWER RELINING & POINT REPAIR PROJECT II-9 05/08/2025
the sewer lateral connection and hold the service lateral connection sealing system tight to the main and lateral pipe walls. The inserted product will then be inspected using a CCTV camera to confirm that the service lateral connection sealing system is correctly positioned and/or centered in the sewer lateral opening prior to curing.
The pressure apparatus shall include a bladder of sufficient length in both the main and lateral lines such that the inflated bladder extends beyond the ends of both the lateral tube and main line brim segments of the service lateral connection sealing system pressing the end edges flat against the internal pipe wall thus forming a smooth transition from the service lateral connection sealing system to pipe diameters without a step, ridge or gap between the service lateral connection sealing system and the inner diameters of the lateral and mainline pipes. After insertion is completed, recommended pressure must be maintained on the impregnated service lateral connection sealing system for the duration of the curing process. The packer is then deflated, removed from connection and returned to the manhole to repeat the cycle. The finished service lateral connection sealing system shall be free of dry spots, lifts and delamination. The installed service lateral connection sealing system should not inhibit the post installation video inspection, using a closed-circuit television camera, of the sewer mainline and sewer lateral pipes or future pipe cleaning operations. After the work is completed, the Contractor will provide the City with an electronic picture and recorded data identifying the location and showing the completed work and restored condition of all the rehabilitated sewer lateral connections with service lateral connection sealing systems. During the warranty period any defects with the service lateral connection sealing systems “Top Hats” that affect the performance or cleaning of the sewer lateral connection shall be repaired at the Contractor's expense in a manner acceptable to the City. A post construction video of the repair in the sewer lateral and in the sewer main is required prior to a passing inspection. If the post construction video fails, a new service lateral connection sealing system “Top Hat” will be required at the discretion of the inspector or Engineer.
Payment for service lateral connection sealing systems “Top Hats” shall be based on an each unit price paid in the Bidder’s Proposal and shall include full compensation for all labor, the removal of roots and soft deposits inside the lateral pipe for a distance of 2 feet up the lateral from the mainline connection, sewer lateral connection preparation including rounding or removing sharp or pointed cutout edges in are lined or break-in lateral opening, the removal of protruding sewer lateral pipes materials down to within 1/8 inch of mainline sewer wall, the installation of service lateral connection sealing system lateral inserts, the pre and post CCTV inspections for service lateral connection sealing system installations, mobilization, traffic control, equipment, material, and any appurtenant work.
