About this file
This is a Justification Review Document for a non-competitive, sole-source contract award under the Federal Acquisition Regulation (FAR) Part 6, citing unusual and compelling urgency as the authority for limiting competition.
The U.S. Army Operational Evaluation Command (OEC) seeks to award a $7.8 million, 6-month Cost-Plus-Fixed-Fee Indefinite Delivery Indefinite Quantity (IDIQ) contract to DTESS JV LLC for Test and Evaluation Technical Support Services (TETSS). The contract period consists of a one-month base period (15 April 2026 – 14 May 2026) and five one-month options, each valued at $1.3 million. The contracting officer is MAJ Jonathan Shelton at the Mission and Installation Contracting Command (MICC) at Fort Hood, Texas. The procurement is justified under 10 U.S.C. Section 3204(a)(2) due to an ongoing Court of Federal Claims protest (No. 26-191C) filed in February 2026 by Mitchell Consulting Services Group, Inc., which prevents timely competitive resolicitation and award. OEC requires unique technical skills and integrated capabilities for operational evaluation execution, data collection and analysis, instrumentation sustainment, evaluation logistics, vehicle and power system readiness, and prototype instrumentation development to support Army acquisition milestones and fielding decisions. The justification documents that suspending contract support, using in-house resources, or conducting competitive acquisition are not viable alternatives given test missions already scheduled for fiscal year 2026 at multiple directorates and insufficient government workforce capacity. DTESS has completed phase-in activities, obtained security clearances, and maintains existing subcontractor relationships, making continuity critical to avoid mission disruption and personnel turnover during the protest resolution period.
