About this file

This document is a Pre-Demolition Hazardous Materials Survey report prepared by PM Environmental, Inc. for the State of Michigan, specifically focused on the Ken's Party Store Garage located at 1470 North Clare Avenue in Harrison, Michigan. The survey was conducted on February 28, 2018, to identify, locate, classify, analyze, and estimate quantities of asbestos-containing materials (ACM) and universal wastes that must be removed or managed prior to demolition. The survey covered an approximately 1,000 square foot abandoned garage building with concrete block walls, windows, and a flat roof.

The survey findings revealed several key hazardous materials requiring specialized handling: two types of asbestos-containing materials were identified - interior window glazing (3% chrysotile) and exterior window caulk (5% chrysotile). Additionally, the inspection discovered universal waste including fluorescent bulbs with potential mercury content, ballasts potentially containing polychlorinated biphenyls (PCBs), and high-intensity discharge lighting with mercury vapor. Lead paint testing showed measurable lead concentrations in some paint samples, necessitating specific worker protection protocols under OSHA regulations. The report recommends professional removal of asbestos materials by a licensed abatement contractor, compliance with OSHA lead exposure standards, and proper disposal of universal waste in accordance with local, state, and federal requirements.

Notes and Definitions

Y17 Probable petroleum product(s) present.

Y11 Unidentified peaks present in sample.

X Methods 8260 & 624 are used to analyze volatile organics that have boiling points below 200 ºC. 2-Methylnaphthalene & naphthalene have boiling points above 200 ºC and are better suited to analysis by methods 8270 & 625 as semivolatile organics.

T Reported value is less than the reporting limit (RL). Result is estimated.

KR Reporting limit(s) raised due to low sample volume submitted.

A11 Result is estimated due to high initial verification standard criteria failure.

A09 Result is estimated due to high recovery of batch quality control.

A07 Result(s) and reporting limit(s) are estimated due to poor precision.

A06 Result is estimated due to high continuing calibration standard criteria failure.

A04 Result is estimated due to high matrix spike recovery.

A03 Result(s) and reporting limit(s) are estimated due to low matrix spike recovery.

A01 Result(s) and reporting limit(s) are estimated due to low surrogate recovery.

100 Sample is a matrix spike. Result is not available due to matrix interference.
