Work shall include monitoring radio traffic, relaying radio messages, plotting and reporting fire start locations, providing fire behavior reports, reporting state of the weather and taking weather and fuel moisture readings when requested. If the lookout is interested in going to fire school, the Government would consider it and is willing to pay for it.
This contract is one base year with two one-year option years and will be effective from approximately July 1, 2026 until October 15, 2028. Date is dependent on access, weather and fuel conditions. Each year will be started by issuance of a task order by the Government. Sixty days per season are guaranteed.
Services shall be required 7 days per week, from 0900 to 1800 hours, overtime will be paid anytime work is ordered outside of the 0900-1800 work hours, a maximum of 140 hours per year Over Time.
This contract requires a primary and back-up lookout to accomplish 7 days a week coverage. If primary lookout needs time-off, they need to schedule with the back-up lookout to cover for them or with COR if weather looks like fire starts are improbable. COR may cancel scheduled days off at the last minute, should circumstances arise requiring lookout services.
Location
Oregon Butte Lookout (Umatilla National Forest) is located in the Wenaha-Tucannon Wilderness on the Pomeroy Ranger District, Pomeroy Washington, at Township 7 North, Range 41 East, Section 4, at approximately 6000 feet in elevation.
Access:
From the Eckler Mountain Road located in Dayton, WA. Follow road about 15 miles (heading east) to a stone monument located at the junction of Eckler Mountain Road and Kendall Skyline Road (Forest Service Road (FSR) 46). From there turn right (south) on to Kendall Skyline and FSR 46.
Follow FSR 46 for 12 miles to Godman Guard Station. Turn left (east) below Godman Guard Station onto FSR 4608. Stay on FSR 4608 until Teepee Trailhead. From Teepee Trailhead hike 3 miles to Oregon Butte Lookout on Oregon Butte Trail 3134.
The Government may, at its option, move the lookout Contractor and Contractor-furnished equipment into the lookout site when road or trail conditions permit passage (this is a Govt. option).
Considerations:
Oregon Butte is in the Wenaha-Tucannon Wilderness, no motorized or wheeled access exists from Teepee Trailhead to lookout facility. Oregon Butte Trail #3134, begins at Teepee Trailhead and climbs and descends over ridges, draws and through saddles with slope grades ranging from 0 to 40% for 2.5 miles towards a log water trough. From there the trail climbs for 0.5 miles to Oregon Butte Lookout.
This distance can be traversed in 1 to 2 hours depending on conditions of trail, weather, and time of day and level of fitness of the individual.
If the lookout feels like they need assistance for their safety, those called out for assistance arrival time could be minimum 2 hours out.
Access to local communities, to obtain supplies requires most of a day.
Serving as a lookout at Oregon Butte requires living in a 14’ by 16’ area for long periods of time and will/may require staffing extended hours, throughout the contract period.
Extremes in weather conditions occurs due to the lookouts location and elevation.
Approved water source for consumption and use is located at Godman Guard Station. Water must be hauled from Godman Guard Station to lookout by the Contractor.

Solicitation Information
Award Type
This contract is one base year with four 1-year option years and will be effective from July 1, 2026 until October 31, 2027. Each year will be started by issuance of a start work order by the Govern-ment. Only 60 days per season are guaranteed.
The Government intends to make one award from this solicitation. Therefore, to be considered responsive, contractors must submit pricing for all items.
Evaluation and Basis for Award
The provision at FAR 52.212-2, Evaluation—Commercial Products and Commercial Services is not applicable to this solicitation. In lieu of this provision, quotes will be evaluated in accordance with FAR 12.203 based on the criteria listed below. Award will be made to the offeror representing the best value to the Government.
(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:
_Past Performance and Price_
(b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).
(c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
Evaluation Method:
All quotations will be evaluated to identify the offeror presenting the most technically advantageous solution based on the stated evaluation criteria. Once the highest technically rated offeror is identified, their price will be evaluated to determine whether it is fair and reasonable. Past performance will also be assessed to ensure it is acceptable or neutral.
Award will be made to the offeror whose proposal is determined to be the highest technically rated, provided that:
• The proposed price is fair and reasonable, and
• Past performance is assessed as acceptable or neutral.
Award will not necessarily be made to the lowest-priced offeror. Tradeoffs will not be conducted.
The contractor shall ensure that all required personnel/employees respond within one week of each prompt for action or information (initial or additional) as part of the HSPD-12 Background Investigation requirement and its associated maintenance. For each member of the Contractor's personnel/ employee(s) to access the Government facility unaccompanied by the Government (i.e. for overnight cleaning), submittal to the mandatory background investigation includes the provision of pertinent information to the Government, fingerprinting, and response to any queries from the Person Model point of contact. Maintenance activities may include but may not be limited to mandatory annual completion of a short information security training exam, materials for which will be available online or provided via email or in hard copy by the CO or COR.
When the premises covered under the contract require or utilize Linc Pass keycards for building entry, the Contractor's personnel/ employees must also visit a USDA Activation Center to obtain a physical LincPass keycard. Visitation of an Activation Center is not required for any Contractor's personnel employees whose worksite buildings utilize traditional keys or non-Linc Pass keycards.
Failure of the Contractor's personnel/ employee(s) to respond within one week of receiving any prompt in the background investigation process may result in the issuance of Cure Notices, requirement of removal of the Contractor's personnel/ employee(s) from the premises, or termination of the contract.
As required through mandate or policy changes, additional requirements to those listed may be added to the contract. Alerts regarding requirements needing attention are generally sent to the
Contractor via email to the address(es) provided during the HSPD-12 Background Investigation application.
