Single Source Justification (Simplified Acquisition)

FOR OFFICIAL USE ONLY

March 2018 FOR OFFICIAL USE ONLY Page 1 of 2

Section A: General Contract Information

Is this a Bridge Action as defined in the AF Bridge Action Reduction Plan? Yes No

Contracting Activity: 5th Contracting Squadron 165 Missile Ave Minot AFB, ND 58705

Project/Program Name: Parshall Tower Lease

Purchase Request/Identification Number: F3C3C30097AW02

Estimated Contract Cost (including Options): $39,240.00

Section B: Description of the Supplies/Services Required

5 CS proposes to procure, by means of other than full and open competition, services for Reservation Telephone Cooperative (RTC) to provide leased space at Parshall Tower for LMR equipment. This justification is for award of a 12 month lease agreement, plus 4 option years, with RTC providing space for the following:

One Microwave Antenna using waveguides at the 102' level (6' Drum) on the tower.

Two 10" vertical antenna's at the 170' and 200' level using a 7/8" hardline.

8 sq ft of floor space with 120vac and 20 Amp circuit for the equipment in the shelter.

Section C: Justification for Soliciting from a Single Source or Brand Name

IAW 10 U.S.C. 2304(c)(1) as stated in FAR. 6.302-1 "Only one responsible source and no other supplies and services will satisfy agency requirements," we chose to solicit from a single source. In particular, FAR 6.302-1(a)(iii)(A) addresses a situation where "a substantial duplication of cost to the Government that is not expected to be recovered through competition," exists as justification. In this instance a previous 5-year contract (Base + 4 option years) was awarded to RTC for leasing space on the tower near Parshall ND. Market research was accomplished, and as part of that a sources sought was posted to FBO. We received no responses to our sources sought and in addition could not locate another tower in the area that would meet our needs. We understand there may still be a tower in the area that we are unaware of, and the owner was unaware of our requirement. However after considering this we chose to solicit this by other than full and open competition as the cost of moving the equipment from the current tower to a new location, if it existed, would offset any savings in the cost of the tower lease.

Section D: Efforts to Obtain Competition

See Section C

Section E: Steps to Preclude Future Single Source or Brand Name Awards

The Parshall Tower is currently the only tower in the area that lines up with existing towers to provide LMR coverage. A future competitive award would require the construction of additional towers available for lease from other businesses that could provide the required LMR coverage. The most likely circumstance would be for a company be it cell service provider, radio station, etc... to put up a tower in the area. However, we would still be faced with the cost of moving the equipment. Therefore the most likely scenario is for us to continue to pay fees not more than the market rate for equipment on the current tower. As there are others that lease space also we think this is possible.
