About this file
This is a Project Manual for parking garage repairs at the Stamford Superior Court, prepared by the State of Connecticut Judicial Branch in partnership with HF Lenz Engineering. The project involves comprehensive rehabilitation and structural repairs at 123 Hoyt Street, Stamford, Connecticut, including plaza drains, trench drains, plaza slabs, driveway surfaces, and roof repairs, along with structural steel framing demolition and replacement, structural decking work, concrete wall and column repairs, and brick veneer repointing. The contractor must mobilize and commence construction no later than 14 calendar days after issuance of a Purchase Order and complete all work within 180 days from that date. Critical submittals including the Site Logistics Plan, Phasing/Sequence Plan, construction schedule, and schedule of values must be submitted within 7 calendar days of the Purchase Order issuance. Project closeout must be completed within 60 calendar days from substantial completion. The Engineer's Representative is Scott Kraynak at HF Lenz, with the Owner's Representative identified as Brian A. Dillon, Deputy Director of Judicial Branch Facilities.
The contract includes five allowances totaling $75,000: $10,000 for third-party material testing and inspections, $5,000 for unforeseen MEP repairs, $20,000 for additional modified bitumen roof systems, $10,000 for additional masonry repointing, and $30,000 for additional concrete cutting and patching. Two unit prices are established for concrete cutting and patching (per 300 square feet) and miscellaneous structural steel (per 1,000 pounds). Contractors must maintain 10 percent retainage on all payments and comply with work hour restrictions of 7 a.m. to 5 p.m. Monday through Friday, with weekend work permitted from 9 a.m. to 4 p.m. The Owner reserves the right to halt work if operations become disruptive to court proceedings and may require completion of disruptive activities outside normal business hours at no additional cost. All contractor personnel require identification tags, may be subject to drug screening, and must sign in/out daily with Owner representatives. The project operates under full Owner occupancy, requiring 72-hour advance notice for activities affecting operations.
