The DOC seeks providers to deliver 24-hour parenting and family skills education programs to incarcerated male and female parents across eight correctional facilities, including locations in Faribault, Lino Lakes, Oak Park Heights, Rush City, St. Cloud, Shakopee, Stillwater, and Moose Lake. The contract term is anticipated to be from July 1, 2025 to June 30, 2027, with potential extensions up to an additional three years. Responses are due by April 8, 2025 at 4:30 PM Central Time, and the state expects to complete evaluation and selection by June 1, 2025.

Providers must offer cohort-based classes with 12-25 participants, cover specific topic areas like children's needs and co-parenting, provide pre/post assessments, and engage participants through diverse teaching strategies. The evaluation will be points-based, with 1000 total points allocated across work plan (350 points), qualifications and experience (350 points), and cost detail (300 points), with potential additional preference points for veteran-owned, targeted group, or economically disadvantaged businesses. The state reserves the right to make multiple contract awards and negotiate with top-scoring respondents.

Minnesota’s Commitment to Diversity and Inclusion The State of Minnesota is committed to diversity and inclusion in its public procurement process. The goal is to ensure that those providing goods and services to the State are representative of our Minnesota communities and include businesses owned by minorities, women, veterans, and those with substantial physical disabilities. Creating broader opportunities for historically under-represented groups provides for additional options and greater competition in the marketplace, creates stronger relationships and engagement within our communities, and fosters economic development and equality.

To further this commitment, the Department of Administration operates a program for Minnesota-based small businesses owned by minorities, women, veterans, and those with substantial physical disabilities. For additional information on this program, or to determine eligibility, please call 651-296-2600 or go to the Office of Equity in Procurement home page, at www.mn.gov/admin/oep.

SPECIAL NOTICE: This is a request for proposal. It does not obligate the State of Minnesota to award a contract or complete the proposed program, and the State reserves the right to cancel this solicitation if it is considered in its best interest.

This Solicitation requires proposals to be submitted through the SWIFT Supplier Portal. Please note the security changes below that may impact responders from submitting a timely response.

SWIFT SUPPLIER PORTAL SECURITY CHANGES

There are new security measures that the Minnesota Management and Budget implemented on October 16, 2022. It is a new multi-factor authentication (MFA) to enhance the security of the State of Minnesota Supplier Portal. MFA is an authentication method that requires bidders and suppliers provide two verification factors to log into the SWIFT Supplier Portal. The goal of MFA is to create a layered defense that makes it more difficult for unauthorized system access to occur.

For information about these changes, please refer to the SWIFT Supplier Portal Multi-Factor Authentication FAQ document.

If you have not done so already, please make sure to log into the SWIFT Supplier Portal as soon as possible to get this authentication set up early so there are no issues when submitting a response to an RFP.

You are strongly encouraged to set your MFA during business hours of 8:00 A.M. to 4:00 P.M., Central Time, Monday through Friday. You may experience delay setting your MFA after hours.

SECTION 2 – SUMMARY OF SCOPE

Procurement Overview and Goals.

Procurement Overview The Minnesota Department of Corrections (“DOC” or “State”) requests proposals for programs that provide parenting and family skills education to incarcerated persons in DOC correctional facilities. The target population for these programs is made up of adult male and female incarcerated persons who are parents or co-parents who have an interest in improving personal skills connected to their parental role.

This Request for Proposals (RFP) may result in multiple contract awards. Respondents must offer parenting classes to incarcerated persons in one or more of the following DOC correctional facilities:

· MCF – Faribault, 1101 Linden Lane, Faribault, MN 55021

· MCF – Lino Lakes, 7525 Fourth Ave., Lino Lakes, MN 55014

· MCF – Oak Park Heights, 5329 Osgood Ave N, Stillwater, MN 55082

· MCF – Rush City, 7600 535th St, Rush City, MN 55069

· MCF - St Cloud, 2305 Minnesota Blvd. SE, St. Cloud, MN 56304

· MCF – Stillwater, 970 Pickett St. Bayport, MN 55003

· MCF – Moose Lake, 1000 Lake Shore Dr. Moose Lake, MN 55767

Goals The main goal of this project is to address the need for parenting education and to facilitate self-transformation and development in parenthood. The programs will cultivate positive family characteristics and healthy parental interactions. It should be designed to strengthen parent-child communication through the implementation of developed parenting skills as an intervention practice, with a goal being to reduce recidivism and reduce the likelihood of perpetuating the cycle of incarceration.

A second goal is to promote positive parent and family engagement during each incarcerated participant’s sentence.

Sample Tasks and Deliverables.

Successful responders will be expected to provide services including, but not limited, to the following deliverables:

· Provide parenting/family skills cohorts at one or more of the DOC correctional facilities listed above. Cohorts should include 24 hours of instruction. Class size may range from approximately 12 to 25 students, dependent on each facility’s needs and resources.

· Offer flexibility in scheduling classes within security guidelines and other facility-specific operation procedures. This may include working with multiple facility education directors to determine facility scheduling needs and capacities. It may also include modifying instructional designs as facility security needs change; for example, if a facility’s guidance on bringing in outside materials changes.

· Provide instruction on the following topic areas:

· Identifying children’s needs, and methods of proactively responding to those needs.

· Developing self-discipline in children, and the parent’s role in correcting behavior and providing appropriate responses, while holding children accountable to their actions.

· Single parenting and effective, healthy co-parenting.

· Helping children and other family members deal with a parent or other family member’s offense and understanding the impact that the offense and resulting incarceration has on children.

· Healthy communication for program participants, their children, and their family while incarcerated and upon release.

· Other parenting and family issues or topics based on the needs or requests of the incarcerated population and/or supported by current research.

· Provide instructors who have documented and demonstrated expertise and experience in teaching parenting and family classes, and the ability to interact productively and successfully with incarcerated persons with varied race, religious, and ethnic backgrounds. Instructors must successfully pass a Bureau of Criminal Apprehension background check, participate in DOC facility orientation(s) as appropriate and maintain compliance with all DOC rules, regulations, and policies.

· Provide qualified backup or substitute instructors to ensure minimal class cancelation.

· For each cohort, provide pre-assessments, mid-term assessments and post-assessments to program participants that measure their parenting knowledge, parenting skillsets, mannerism, relationship progress with their children, and views on parenting as these relate to program objectives. Compile and provide the results of the assessments to the DOC Family Supports Unit (FSU) Director.

· Maintain accurate, timely, and complete documentation on attendance and completion of the program and provide the DOC FSU Director with this documentation.

· Provide certificates of completion to program participants who fulfill the completion criteria during a commencement ceremony that will include a cohort photo.

· Create and administer a program participant evaluation of the program and instructor(s) that program participants will complete on the last day of each cohort. Compile and provide the DOC FSU Director with results of the evaluation.

· During each cohort, provide program participants with one-on-one planning time that identifies resources for continued parenting support after release.

· Engage program participants by using a variety of teaching strategies and learning contexts other than lecture-style formats (e.g. active learning, video/multimedia, art, and open discussion).
