About this file
This is a presentation on PARATUS (Profiling Action And Readiness Tracking Unified System), delivered by CDR John de Geus MD at the 2026 Military Health System Conference, outlining the Defense Health Agency's modernization initiative for joint medical readiness.
PARATUS is a program of record establishing a unified, governed data platform to replace six Service-specific legacy systems. The Defense Health Agency serves as the executive agent, with contracting actions anticipated for Q4 2026 award. The system architecture utilizes FHIR-based (Fast Healthcare Interoperability Resources) integration, connecting to MHS Genesis clinical systems, service personnel systems, and service medical readiness systems through HL7/FHIR protocols and cloud-based interfaces. The platform supports the complete service member medical lifecycle from accessions through separation, including medical examinations, deployability assessments, profiling, waivers, medical readiness reporting, and medically-related personnel actions. Key capabilities include real-time data flow to commander readiness dashboards, deployability categorization (DCAT) assessments, condition-based profiling and waiver management, and predictive analytics for force health management. PARATUS is organized into three delivery phases—Physical Health Assessment, Profiling and Individual Medical Readiness (IMR), and Waivers—with capability competed across multiple Areas of Interest. The system emphasizes data harmonization, user-centered design, and mobile-optimized workflows for geographically dispersed service members, with no immediate funding requests from the Services and commitment to complementing existing initiatives across service branches.
