About this file

This is a Sources Sought notice from the US Army Corps of Engineers, Fort Worth District seeking potential sources for Architectural Radio Frequency (RF) Shielding for three B-21 program construction projects at Dyess Air Force Base, TX: Flight Simulator Facility, Mission Planning Facility, and Alert Facility. The required RF shielding system must achieve minimum shielding attenuation of 60-80 dB at frequencies of 10MHz-8GHz, comply with Best Practices Guideline for Architectural Radio Frequency Shielding (March 2010), and be third-party tested to IEEE-299 standards. The only known compliant system is rFoil, but the Army seeks to identify alternative options.

The estimated product cost per project is $50,000-$250,000. The applicable NAICS codes are 236220 (Construction, $45M size standard) and 332313 (Plate Work Manufacturing, 750 employee size standard). Responses are due by 3:00 p.m. CST on December 23, 2024 to Michael Fenwick Jr. and Linda Eadie via email, with a maximum 10-page capabilities statement. The products must be Buy American Act compliant and meet Berry Amendment specialty metals restrictions. The government intends to issue one design-bid-build construction contract per project, with solicitation types varying from small business set-asides to full and open competition depending on project specifics.

SOURCES SOUGHT TECHNICAL DESCRIPTION FOR PRODUCTS

Notice ID: PANSWD24P0000001252

INTRODUCTION

The US Army Corps of Engineers, Fort Worth District, Contracting Office, is issuing this sources sought synopsis as a means of conducting market research to identify potential sources having an interest and industry technologies available to provide Architectural Radio Frequency (RF) Shielding. This is required for three (3) B-21 program construction contracts at Dyess Air Force Base, TX. The projects are listed below:

PROJECT
TYPE
B-21: Flight Simulator Facility
MILCON
B-21: Mission Planning Facility
MILCON
B-21: Alert Facility
MILCON

*Note: Project type, title, and phasing is subject to change but has no impact on basis of requirement referenced in this announcement.

The result of this market research will contribute to determining the method of procurement. Based on the responses to this sources sought notice/market research, this requirement may include specifications regarding RF shielding materials and/or systems, or, if justified by market research a brand name Justification and Approval. USACE intends to issue one design-bid-build construction contract, per project. Solicitation type will vary from small business restrictions to full and open completion depending on the type and project amount.

This sources sought is specific to the RF Shielding required for these projects.

PROGRAM BACKGROUND

The projects referenced above are part of or are related to the integrated B-21 weapons system beddown at Dyess AFB. The projects above vary in scope, magnitude, and complexity, but each require installation of RF shielding. This proposed brand name acquisition is integral to meet performance, inspection, and testing requirements not otherwise available under full and open competition.

The RF barrier will be installed as integral components of these larger facility construction projects. Facilities will be designed as permanent construction in accordance with the DoD Unified Facilities Criteria (UFC) 1-200-01 General Building Requirements; ICD/ICS 705 Version 1.5.1, July 26, 2021; UFC 4- 010-05 SCIF/SAPF Planning, Design, and Construction; Best Practices Guideline for Architectural Radio Frequency Shielding, dated March 2010; and UFC 1-200-02, High Performance and Sustainable Building Requirements. The facility must be compatible with applicable DoD, Air Force, and base design standards. In addition, local materials and construction techniques shall be used where cost effective. This project will comply with DoD antiterrorism/force protection requirements per unified facilities criteria.

REQUIRED CAPABILITIES

The Government requires a RF shielding system. The RF barrier shall be a complete and certifiable system that achieves a minimum shielding attenuation of 60- 80 dB at frequencies of 10MHz- 8GHz. The RF shielding materials/ system must strictly adhere to the requirements of the Best Practices Guideline for Architectural Radio Frequency Shielding, dated March 2010. The RF barrier shall act as a unified system that can adhere to a variety of building substrates and surfaces, to include walls, floors, ceiling, and roof conditions. Uniform inspect ability and performance is required. Systems must be third party tested to IEEE-299 standards, or equivalent, and include documentation of performance at discontinuities such as corners, apertures, seams, taping, caulking, different number of paint layers, etc. The materials must be commercially available with requirements for installation by a certified installer. The materials shall be Buy American Act compliant.

The intent of this Sources Sought is to assess the state-of-the art of the technology available in RF shielding materials and systems that could be applied to meet this requirement.

The only known compliant RF Shielding system is rFoil™. The Army is interested in identifying any potential alternate brands of RF shielding systems that may be suitable for the Air Force’s needs. Each project above may require RF shielding. Estimated product cost per project for the proprietary products is $50,000-$250,000.

Non-Developmental Item. The RF shielding materials should be a non-developmental item to the maximum extent possible.

Qualification. The RF shielding materials must be qualified, and all associated components, capable of supporting the above referenced facilities located at Dyess Air Force Base, TX. Proof of qualification should be addressed in the response.

Maintenance, Inspection and Repair. The Government requires a system that's easily inspectable, requires minimal maintenance, and carries clear instructions for any required repairs. Products for maintenance and repair must be readily available through the manufacturer. Interested vendors should provide information on maintenance, repair, and warranty.

SPECIAL REQUIREMENTS

Any resulting contract shall be compliant with the specialty metals restriction of the Berry Amendment (10 U.S.C. 2533a and 2533b) in accordance with DFARS clauses 252.225-7008 and 252.225-7009.

ELIGIBILITY

The applicable NAICS code for the construction requirements is 236220 with a Small Business Size Standard of $45M. The Product Service Code (PSC) is Y1JZ.

The applicable NAICS code for RF Shielding is 332313 – Plate Work Manufacturing Services with a Small Business Size Standard of 750 employees. The Product Service Code (PSC) is 9535 – Plate, Sheet, Strip, and Foil, Nonferrous Base Metal.

SUBMISSION DETAILS

Interested businesses should submit a brief capabilities statement package (no more than ten 8.5 X 11-inch pages, font no smaller than 10 point) demonstrating ability to provide the products/systems listed in this Technical Description. Documentation should be in bullet format. No phone or email solicitations with regards to the status of the RFP will be accepted prior to its release.
