About this file
This document is a Statement of Work (SOW) that defines the effort required to upgrade the Engine Test Instrumentation Replacement System (ETIRS) for Program Management Air (PMA) 260. The ETIRS is an engine performance test system for fixed-wing and rotary aircraft engines used at both Naval and Marine Corps shore and afloat locations.
The objective of this effort is to provide National Instruments LabView and hardware design, architecture, and best practices for the design and development of the ETIRS. The Contractor shall be considered an Expert in National Instruments (NI) Data Acquisition (DAQ) hardware, LabView code development, integration of outside developed source code to NI DAQ hardware, and computer system integration. The Government will provide the System Specification for the ETIRS. The Contractor shall participate in a kick-off meeting and may travel to Naval Air Station Jacksonville for consulting and integration. The anticipated delivery date is 12 months from the date of award.

1.0 Scope.
This Statement of Work (SOW) defines the effort required to upgrade the Engine Test Instrumentation Replacement System (ETIRS) for Program Management Air (PMA) 260. The ETIRS is an engine performance test system for fixed-wing and rotary aircraft engines. ETIRS is globally fielded at both Naval and Marine Corps shore and afloat locations for intermediate level (I-Level) aircraft engine maintenance. This system replaces three (3) existing Engine Test Instrumentation (ETI) variants (Jet Engine Test Instrumentation (JETI), Shaft Engine Test Instrumentation (SETI), and Turboprop Test Instrumentation (TPTI)) with a modernized common architecture reducing system complexity and logistical footprint. The ETIRS design maximizes modular open system architecture (MOSA) and modern system security engineering (SSE) measures.
The objective for this effort shall be to provide National Instruments LabView and hardware design, architecture, and best practices for the design and development of the ETIRS. The Contractor shall be considered an Expert in National Instruments (NI) Data Acquisition (DAQ) hardware, LabView code development, integration of outside developed source code to NI DAQ hardware, and computer system integration.
2.0 Applicable Documents.
Applicable top-level documents are contained in the Document Summary List (DSL). The document versions specified on the DSL take precedence over the generic references (without revision letters) cited in the SOW.
3.0 Requirements.
The Contractor shall provide technical consulting services for the design, development, procurement, integration, and testing of the ETIRS. The technical consulting hours shall include:
· Technical Consulting Services, Hourly – 400 hours The Contractor shall assist in building the appropriate design and architecture based on the System Specification for the ETIRS, Revision (-), 13 October 2023. The contractor shall assist with NI product recommendations to include configuration and setup. The Contractor shall review the software architecture and make recommendations for long term sustainment and supportability of the ETIRS. Recommendations shall be made to improve performance, stability, scalability oof the ETIRS.
3.1 Kick-off Meeting.
The Contractor shall participate in a kick-off meeting virtually, at the PIF, or at the Contractor’s facility, with a teleconference capability, at a mutually agreed upon date no later than (NLT) 15 calendar days after task award.
3.1.2
3.2 Travel.
Contractor personnel shall travel only when travel is the most efficient and timely means of performing contract tasks. All travel requires Government approval/authorization and notification to the COR. The Government anticipates travel to the following locations for site inspection and hardware integration:
Location
Purpose
Naval Air Station Jacksonville
Consulting
Naval Air Station Jacksonville
Integration
