1. BACKGROUND

To underpin fleet readiness and accelerate the modernization of weapon systems, the U.S.

Army is seeking advanced Non-Destructive Test (NDT) solutions—specifically, Phased Array Ultrasonic Flaw Detection capabilities tailored for aviation part inspections. In accordance with Army Regulation (AR) 750-1, the Army Materiel Command (AMC) mandates that Organic Industrial Base (OIB) activities integrate advanced NDT capabilities into their operations. The integration of this technology will allow the Army to more accurately validate repairs and overhauls, thereby refreshing and extending the life cycle of critical aviation assets before they are redeployed to the warfighter.

This call for solution aims to establish a portable phased array ultrasonic flaw detection capability at Corpus Christi Army Depot (CCAD), Corpus Christi, TX.

2. PROBLEM STATEMENT

To address critical readiness gaps in aviation maintenance operations, the U.S. Army Aviation and Missile Command (AMCOM) requires the immediate integration of a portable phased array ultrasonic flaw detection system at Corpus Christi Army Depot (CCAD). This system hereafter referred to as the "NDT Capability" is vital to modernizing Army maintenance workflows. Successfully integrating an agile NDT Capability will empower CCAD to rapidly and reliably test newly fabricated advanced manufacturing parts, as well as traditionally repaired and overhauled equipment, ensuring flawless performance before fielding.

3. DESIRED SOLUTION OBJECTIVES

U.S. Army AMCOM is seeking a comprehensive, turnkey NDT Capability for immediate integration at CCAD. Vendors must deliver a fully operational capability rather than just standalone hardware. Therefore, any offered solution must be strictly all-inclusive. Proposals shall account for the core system along with required ancillary equipment and shipping costs.

To guarantee long-term operational success, the solution must also bundle full system warranties coverage for up to three (3) years and on-demand technical support. Supplies shall consist of the items defined in Table 1 (Description of Supplies – CCAD).

Solutions shall be capable of meeting the following requirements:

The turnkey NDT capability shall be a portable, battery-operated, phased array ultrasonic flaw detector. The unit shall be ruggedized to meet MIL-STD-810G drop-testing standards and have an Ingress Protection rating of IP65 or higher to ensure durability and resistance to dust and water. The operating temperature range shall be at a minimum from -10°C to 45°C. The device shall not exceed 6 kg in weight and must include at least two hot-swappable batteries, providing a minimum of 5 hours of continuous operation. The system must include an additional set of probes and wedges for the inspection of complex geometries and anisotropic material structures of metal additive manufactured components.

For data acquisition and analysis, the system must support multiple ultrasonic testing techniques including, but not limited to, Phased Array Ultrasonics (PAUT), Time-of-Flight- Diffraction (TOFD), Total Focusing Method (TFM), and Phase Coherence Imaging (PCI). The system must be no less than a 5 pulser receiver 64/128 configuration. The system must feature a large, high-resolution color touchscreen display of at least 10 inches with a minimum resolution of 1280x768 pixels. It must be equipped with at least 1 TB of internal solid-state storage and support data transfer via USB and SD cards. The system must also provide modern wireless connectivity, including Wi-Fi 6E and Bluetooth 5.3.

The system shall possess advanced acoustic specifications, including a wide pulse voltage range and a system bandwidth of at least 0.2 MHz to 26.5 MHz. The unit must be capable of supporting a variety of phased array probes and scanners to perform comprehensive inspections on a wide range of materials and geometries, including metal additive manufactured components, welds and corrosion mapping. It must also have an open-code Application Programming Interface (API) to allow for integration with external software and the development of custom applications.

Proposals shall include the following:

• System and Logistics: Proposals must account for the core NDT system, all required ancillary equipment, additional probe & wedge set, and comprehensive shipping costs to CCAD.

• Warranty Coverage: The solution must bundle a full system warranty for a duration of up to three (3) years to ensure long-term reliability and mission readiness.

• Technical Support: Provision of on-demand technical assistance is required to guarantee long-term operational success and minimize equipment downtime.
