About this file

This is a Questions and Answers document for the Army's "Call for Solutions - Advanced Manufacturing Components and OIB Technology Insertion" solicitation (W9128Z-25-S-A002), issued by the Department of the Army Materiel Command Contracting Command Redstone Arsenal on behalf of the US Army Aviation and Missile Command (AMCOM).

The Q&A document addresses vendor inquiries regarding scope, deliverables, and proposal requirements for advanced manufacturing (AdvM) solutions. Key clarifications include: offerors must include all costs for material characterization, metallurgical validation, non-destructive inspection, fatigue testing, and other qualification activities within their proposals; reverse-engineering activities should be included for components with incomplete technical data packages; the government's intent is dual-focused—to both qualify and produce replacement components AND to evaluate manufacturing processes for future deployment at Army Organic Industrial Base (OIB) facilities to establish sustainable organic manufacturing capability; component quantities, complexity levels, and specific parts will be determined collaboratively with the Army after contract award based on testing and qualification requirements; technical data packages and drawings for the listed potential AdvM candidates cannot be shared with offerors due to DoD Distribution Statement restrictions; work may be performed at the contractor's location rather than at Corpus Christi; and offerors must propose their own funding profiles (ROM) and total estimated out-of-door pricing, including all material and labor costs. The document confirms that component quantities and complexity will vary based on part-by-part coordination with the Army during the 24-month Period of Performance.

Q&A Tracker

Date ReceivedVendor QuestionBTO Answer
19-Jun-26Does the government anticipate offerors including costs associated with material characterization, metallurgical validation, NDI, fatigue testing, and other qualification activities within the proposed effort, or should offerors assume those activities will be government-furnished or addressed separately?Yes. Per Section 1, paragraph 3 states the goal of the project is to support all qualification requirements. Vendors should include costs “associated with material characterization, metallurgical validation, NDI, fatigue testing, and other qualification activities within the proposed effort”.
29-Jun-26For components where technical data packages are incomplete or unavailable, should offerors include reverse-engineering activities within their proposed scope and ROM?Yes, parts designed for an alternative manufacturing process often have incomplete data packages and offerors should include reverse-engineering activities as necessary.
39-Jun-26Is the government's intent to evaluate manufacturing processes for future deployment at Army Organic Industrial Base facilities, or is the focus limited to demonstrating the ability to qualify and produce replacement components regardless of production location? The government's intent is to both evaluate manufacturing processes for future deployment at Army Organic Industrial Base (OIB) facilities AND to qualify and produce replacement components. The program has a dual focus. The government is not just looking for a vendor to produce qualified parts. It is looking for a partner to develop and qualify advanced manufacturing solutions for critical components and then help transition and establish that manufacturing capability within the Army's own Organic Industrial Base. The ultimate goal is to create a self-sustaining, organic manufacturing capability to improve supply chain resilience and readiness.
49-Jun-26Is there an anticipated range of component quantities, component complexity, or target funding profile that offerors should assume when developing their proposed approach? The "Call for Solution" document states that during the "Candidate Identification & Assessment" phase, "The selected candidate and the Army will coordinate regular candidate assessments of specific parts, part quantities, part qualification requirements, and part acceptance criteria that are acceptable under the 24-month Period of Performance (POP) and budget.". The focus is on producing "test prototypes in sufficient quantities to support all testing." Therefore, offerors should assume that quantities will be variable and determined on a part-by-part basis in collaboration with the Army after the contract is awarded. Offerors are expected to handle a wide range of component complexities, for quantities sufficient for testing and qualification, and you must propose your own funding profile (ROM) as part of your solution.
59-Jun-26Can the government share drawings of the (1) Candidate Identification & Assessment potential AdvM candidates for consideration provided in Table 1: Potential AdvM Candidates to evaluate possible applicable AdvM techniques for proposal?Negative. The Government cannot legally share the requested drawings and Technical Data Packages (TDPs) for the items listed in "Table 1: Potential AdvM Candidates" with offerors for proposal preparation purposes at this stage of the solicitation. This prohibition is absolute because the requested technical data sets currently bear restrictive DoD Distribution Statements that strictly limit access to U.S. Government agencies and/or DoD components. These parts were only included in the call for solutions as a representative of a broad spectrum of potential candidates, not necessarily the specific parts that will be selected for this effort.
69-Jun-26Other than SAM registration with UEI, are small business proposing candidates required to posses JCP certifications with valid DD2345’s in order to submit and perform under this initiative? This appears to be a contracting specific question. AMCOM BTO defers to ACC-RSA KO.
7.19-Jun-26To provide an accurate "total estimated out-the-door price" and project schedule as required in Section 7.1.1(c)(vii), we respectfully request access to the Technical Data Packages (TDPs) or basic technical data for the polymer-specific "Potential AdvM Candidates" listed in Table 1 of the solicitation.
1.Specifically, we are requesting data on the following polymer parts:
1.Insert, Inlet Duct (PN: 7-611A21710-001)
2.Control Assembly, PU (PN: MBCS13314)
3.Plug, End Fitting (PN: 70500-01152)
4.Pad, Rotary Wing (PN: 70103-08012-101)
5.Spacer, Sleeve (PN: 114D6278-2)
6.Fairing, Aircraft (PN: 7-511140400-101)
7.Housing, Gasper Head (PN: 7-511A21616-1)
8.Fan, Vaneaxial (PN: 7-211A23102)
9.Shell (PN: 7-611642029-001)See the response for question 5 above.
7.29-Jun-26Could you please advise if there is a secure portal or method through which we can access the technical data for these specific components prior to the submission deadline?See the response for question 5 above.
89-Jun-26Based on the components list, would there be availability of any prints for the individual components? This would aid in proposing the best solution based on the specific components.Assuming “prints” is referring to Technical Data Packages (TDPs), this question is a repeat of questions 5 and 6 above.
912-Jun-26Will the number of parts be prescribed by the government or should the contractor assume a number of parts in order to provide a more accurate out the door price?See the response for question 4 above.
1012-Jun-26Will the work all take place at Corpus Christi or can it be completed on contractor's location?Work to be performed on the contractors location.
1112-Jun-26Will the material costs need to be included in the total out the door price, or will this be the labor only?See the response for question 1 above.
