REQUEST FOR INFORMATION
NAICS: 334519
PSC: 6635
Subject: Mechanical Shock Tester
Response Date: 20 March 2025
INTRODUCTION
This request for information is being issued as a means of conducting market research to identify parties having an interest in and the resources to support a potential contract, which is anticipated to be a Firm Fixed Price (FFP) contract for quantity one (1) mechanical shock tester, used to perform laboratory simulations of the effects of physical impacts on DoD packaging, packaging materials, and other materiel. Options for annual preventative maintenance, checks, servicing, and calibration may also be included. Potential offerors are encouraged to explain the measurement capabilities and operating principles of any devices they can provide which can meet the Government’s need.
This is an exchange with industry before receipt of proposals as defined in FAR 15.201(c)5.
This notice is solely for information and planning purposes. It does not constitute a request for proposal (RFP) or a promise to issue an RFP in the future.
The government does not intend to award a contract on the basis of any responses received.
An RFP is not available at this time. Requests for a solicitation will not receive a response.
Responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. The Government will not reimburse respondents for information solicited.
The information provided herein is subject to change and in no way binds the Government.
The Government reserves the right to consider acquisition strategies as deemed appropriate.
REQUIRED CAPABILITIES
The base requirement of the contemplated contract action is for quantity one (1) mechanical shock tester, used to perform laboratory simulations of the effects of physical impacts on DoD packaging, packaging materials, and other materiel. The test system should be capable of performing some or all of the testing as described in the below industry and miltary standards for product payloads up to 500 lbs (227 kg). In their response, the Contractor should show how the proposed equipment meets or exceeds the salient characteristics listed below. Any exceptions or limitations to these requirements, if applicable, should also be identified.
SALIENT CHARACTERSTICS
1.) The test system should be in compliance with and have the capability of performing testing in accordance with the following specifications and standards:
• ASTM D3332: Standard Test Methods for Mechanical-Shock Fragility of Products, Using Shock Machines
• MIL-STD-810, Method 516.8: Environmental Engineering Considerations and
Laboratory Tests – Shock
2.) The tester should be capable of:
a. Delivering mechanical shock to payloads up to 500 lbs (227 kg).
b. Half-sine, trapezoidal, and terminal peak sawtooth waveform pulses.
c. Minimum 24 in (61 cm) drop height.
3.) The tester should include:
a. Solid aluminum shock table with minimum dimensions 25 in (63.5 cm) by 25 in (63.5 cm) with 6 in2 (38.7 cm2) or smaller grid pattern of threaded holes for payload fixturing.
b. Appropriately sized electric hoist, if necessary.
c. Solid steel seismic mass with floor isolation.
d. Payload-mountable accelerometer(s).
4.) The tester should include a data acquisition system and color touchscreen programmer/controller with:
a. Manual control allowing for user-controlled drops.
b. Automatic control allowing for programmable, repeatable cycles of drops.
c. Programmable safety interlocks.
d. User-programmable test profiles for saving/recalling test sequences.
e. Exportable test data logging.
f. A USB or serial port connection for software upgrades, diagnostics, and data export.
g. English displayed language.
5.) The Contractor should identify all utility requirements in their response, including electric, nitrogen, and air. Electric shall be standard U.S. 60 Hz power.
DOCUMENTATION/SOFTWARE
Potential offerors should explain any software requirements for using the device(s) or for transferring the data to a computer for analysis.
Additionally, potential offerors are encouraged to elaborate on their device’s adherence to any other relevant industry or Government standard, as well as NIST traceability of measurement apparatuses.
OPTIONS
Potential offerors are encouraged to identify any maintenance and calibration recommendations for the device. The contemplated contract may include up to four (4) additional options for annual preventative maintenance, checks, services, and calibration. In their response, potential Contractors should include any pertinent information related to their ability and willingness to support this type of service arrangement – including whether that service would be performed at the Government’s facility, the Contractor’s facility, or through an authorized 3rd party.
ELIGIBILITY
The applicable NAICS code for this requirement is 334519 with a Small Business Size Standard of 600 employees. The Product Service Code is 6635. Businesses of all sizes are encouraged to respond; however, each respondent should clearly identify their business size in their capabilities statement.
SUBMISSION DETAILS
Interested parties are requested to submit a capabilities statement and/or product brochure.
This documentation must address at a minimum the following items:
1.) Description of the same or similar products your company has provided in the past meeting same or similar requirement.
2.) Description of at least one offered product meeting the salient characteristics as described above, including pertinent manufacturer’s technical specification data. This description should also include any exceptions, caveats, or limitations to the requirements listed herein.
3.) The specific test methods listed in ASTM D3332 and/or test procedures listed in in MIL- STD-810, Method 516.8 for which the submitted test system is capable, including testable specifications, limitations, and exceptions.
4.) Explanation of your company’s ability to perform at least 50% of the tasking described, in compliance with FAR 52.219-14.
5.) Company information: name, CAGE / SAM UEI, business size (small or large) for respective NAICS per sam.gov Reps & Certs (FAR / DFARS), FAR 52.219-1.
6.) Indicate any SBA Certified Socioeconomic status per the SBA Dynamic Small Business Search profile.
