About this file

This document is a Federal Acquisition Regulation (FAR) Part 6 Justification and Approval for Other than Full and Open Competition for the U.S. Army Test, Measurement, and Diagnostic Equipment Activity (USATA). The procurement is for one (1) Dual Source High Resistance Bridge System, with components including two High Resistance Scanners, two 1000Vdc Voltage Sources, one Temperature Stabilized High Resistance Standard, two Air Baths, and one Equipment Rack. The acquisition is a small business set-aside for Fiscal Year 2026, utilizing Operation and Maintenance, Army (OMA) funds, with a brand name or equal description.

Market research conducted on 4 March 2025 identified three potential vendors: Measurement International INC (a small business), Guildline Instruments Ltd. (a large business), and Technical Communities, Inc. (a small business). The procurement is justified by the need to replace obsolete equipment and maintain the Army's current measurement architecture, which was originally developed through internal Research and Development. Only one contractor, Measurement International INC, responded to the sources sought announcement. The previous contract with this vendor was awarded on 27 January 2022 for an Automated Resistance Bridge, using a Sole Source FAR 6.302-1 procurement method with a total awarded amount of $249,600.00.

FAR Part 6 Justification and Approval for Other than Full and Open Competition

1. Requiring Activity: United States (U.S.) Army Test, Measurement and Diagnostic Equipment Activity (USATA), Building 5435 Fowler Road, Redstone Arsenal, Alabama

2. Contracting Activity: Department of the Army, Army Contracting Center – Redstone, Building 5303, Attention: CCAM-CAD-B, Redstone Arsenal, Alabama

3. Description of Action: The United States (U.S.) Army Test, Measurement and Diagnostic Equipment Activity (USATA) requests approval to award a new brand name, Firm-Fixed Price (FFP) contract. This contract is for the procurement of one (1) Dual Source High Resistance Bridge System or an equivalent. The effort will be funded in Fiscal Years (FY) 2026, utilizing Operation and Maintenance, Army (OMA) funds.

4. Description of Supplies/Services: The Electronics and Communication Equipment requirement to procure one (1) Dual Source High Resistance Bridge (DSHRB) system (DSHRS) or an equivalent due to obsolescence and aging of existing test equipment and standards. The new equipment will provide accuracy and stability in resistance measurements for USATA to accomplish the mission. The Dual Source Bridge components shall include the following:

High Resistance Scanner: the Army requires system continuity in measurement architecture between current and upgraded scanners. The obsolesced 20 channel scanner utilizes coaxial relays that are not employed in any other matrix scanner aside from upgraded 10 channel scanners. (Quantity of 2)

Voltage source: 1000Vdc (Quantity of 2.)

Temperature Stabilized High Resistance Standard: Upgrade existing aging standard. (Quantity of 1)

Air Bath: The requirement for air baths are to account for the variation in sizes of resistance standards that the Army supports such as various high resistance transfer standards that are much larger than single value resistance standards. (Required Quantity of 2.)

Equipment Rack: The rack is an accessory that is necessary to aid in portability of the system and to maintain/ protect the integrity of sensitive connections. The Army’s Dual Source High Resistance Bridge or equal to parts does not require an EMI shielded rack and based on historical measurement data it is a requirement. (Required Quantity of 1)

5. Authority Cited: Notwithstanding FAR 6.302-1(c)(2) in accordance with section 888(a) of the Fiscal Year 2017 National Defense Authorization Act as implemented by DFARS 206.302-1(c) Brand name or equal descriptions.

6. Reason for Authority Cited:

a. Background: 1) The Army’s Dual Source High Resistance Bridge System is based on architecture employed at National Institute of Standards and Technology (NIST), other National Metrology Institutes (NMI’s), Department of Defense (DOD) services, and Department of Energy (DOE) National Laboratories. The Army requires continuation of current measurement architecture to maintain the overall continuity of the Army’s mission in terms of calibration, training, cross service continuity, historical performance and flexibility to support current requirements is paramount. The Dual Source High Resistance Bridge system originally was designed through internal Research and Development (R&D) effort by the Army. Measurement data is collected using in-house developed proprietary software in the measurement of high resistance standards using proprietary measurement algorithm and user interface developed by Electrical Standards Laboratory personnel. This algorithm requires equipment described in measurement architecture within the purchase description.

b. Alternatives: Other bridges would need to be “equal” in terms of physical, functional, or performance specified in the solicitation. Other Bridges that were researched do not function as a dual source bridge as required by the Army’s current resistance measurement architecture.

7. Efforts to Obtain Competition: Market Research was conducted, details of which are in paragraph 9, the Market Research section of this document. The Contracting Officer published the notices required by FAR 5.201 and considered responses received. These efforts did not yield any additional potential sources and a small business set aside is the best way to meet the Government’s requirements. .

a. Effective competition: Based on this being a small business set aside, effective competition is not applicable.

b. Subcontracting competition: Because this action is a brand name source, multiple vendors may have the ability to provide the High Resistance Dual Source or similar as reseller to the prime contractor.
