About this file
This is a Justification and Approval (J&A) memorandum for a brand name restriction purchase under the simplified acquisition threshold for the Apache Attack Helicopter Project Management Office at Redstone Arsenal. The requirement is to procure a new Velocity CAC reading system including one Velocity Software License (Federal Edition for up to 100 sites), one Dell Workstation, one Client Edition of Hirsch Velocity and SQL Database Software, firmware/software upgrades, network connection, two patch cables, and associated labor for installation and configuration.
The J&A cites FAR 16.505(a)(4) Brand Name authority, with justification that the system must connect to the Sparkman Center System Network and no other make/model will support this effort without substantial research and reprogramming of existing infrastructure. The procurement will be executed as a firm-fixed-price purchase order using FY23 APA funds. As a brand name restriction under $35K, no posting of the justification is required. The acquisition will be conducted using FAR Part 13 simplified procedures, with public display and synopsis requirements not applicable due to the dollar threshold.
