About this file

This document is a Questions and Answers (Q&A) response file for a federal solicitation related to radio communications equipment installation at Gowen Field, Building 1530. The solicitation involves two CLINs: CLIN 0001 (base) for primary equipment and CLIN 0002 (optional extended warranty option), both subject to availability of funds. The quote due date is 21 September 2026 at 1530 hours, with questions accepted through 31 August 2026 and answered via SAM.gov amendment. Evaluation will be based on CLIN 0001 price only under FAR 52.217-3, though CLIN 0002 must still be priced due to its contingency status. The 7-year extended warranty specified in Section B applies to CLIN 0002, and the base commercial warranty begins at Government acceptance rather than shipment.

Key technical requirements include: delivery with FOB Destination and contractor-paid freight to Gowen Field/Building 1530; RF output of 50W at the antenna port (subject to cable attenuation); standard commercial practice acceptable for VSWR/sweep testing, switch configuration, and 8-port switch networking; GD URC-300 and Orion RIP-1 equipment specified as brand-name-or-equal (not mandatory); Type-1 cryptographic hardware within contractor scope; and RoIP system to traverse base networks under DFARS 252.204-7012. Government will supply MOCC frequencies, net IDs, HAVE QUICK/SINCGARS procedures, and encryption keys. Installation access is limited to 0700-1600 Monday-Friday; Base Civil Engineering owns roof penetration, grounding, and lightning protection work. Site visits are denied; provided photos are informational only with contractor responsibility for verifying actual field dimensions. Contractor must obtain visitor passes with 7-day lead time (REAL ID required, vehicle search required, criminal background checks mandatory). Legacy equipment must be returned to USPFO. The complete-by date is 30 November 2026. Additional details regarding rack space, power specifications, antenna mounting, and frequency-coordination blackout windows will be coordinated post-award.

Will late quotes be considered?

Answer: This question is answered in the solicitation and its attached documents.

2. Please confirm that questions received by 31 Aug 2026 will be answered by amendment on SAM.gov.

Answer: This question is answered in the solicitation and its attached documents.

3. CLINs 0001 and 0002 are subject to availability of funds. Will award wait on FY26 funding, and may work start before funds are obligated?

Answer: This question is answered in the solicitation and its attached documents.

4. Please confirm FOB Destination, contractor-paid freight, and that installation at Gowen Field / Building 1530 is included in CLIN 0001.

Answer: This question is answered in the solicitation and its attached documents.

5. PWS 3.1 describes an optional 5-year manufacturer warranty. Section B CLIN 0002 is 7 years. Which period should be priced for CLIN 0002?

Answer: CLIN 0002 is intentionally identified as an option because it is subject to the availability of funds and the Government may not be able to afford it. Please price the 7-year extended warranty as specified in the Solicitation Schedule (Section B).

6. Does CLIN 0002 cover only the transceiver and power amplifier, or also antenna, RoIP console, switch, rack, and cabling?

Answer: This question is answered in the solicitation and its attached documents.

7. Does the base commercial warranty start at Government acceptance or at shipment?

Answer: Government acceptance

8. Please confirm GD URC-300 and Orion RIP-1 are brand-name-or-equal, not mandatory.

What data must an or-equal quote include?

Answer: This question is answered in the solicitation and its attached documents.

9. Will the Government provide current MOCC frequencies, net IDs, HAVE QUICK / SINCGARS fill procedures, and who keys crypto?

Answer: [REQUIRES TECHNICAL INPUT -] Answer: Government will provide current MOCC frequencies, net IDs, HAVE QUICK/SINCGARS fill procedures, and supply keys for crypto.

10. Are KY-58 / KGV-72 Government-furnished? If GFE, who installs them? If not, is Type-1 hardware in contractor scope?

Answer: Type-1 hardware is within the contractor’s scope.

11. We request a site visit at Building 1530 (roof, cable path, rack room, MOCC desk). If a visit is not possible, please provide photos, rack location, roof penetration, cable route, and measured run (PWS requires ≥150 ft LMR-600).

Answer: There will be no site visit due to time constraints and end-of-year requirements.

PART 2 (photos, cable routes, roof penetration details, measured runs) The provided photos are for informational/general guideline purposes only to assist in preliminary cost estimation. They do not represent final, binding, or certified engineering measurements.

The contractor shall be solely responsible for verifying all actual field dimensions and site conditions prior to final installation. Standard commercial practices apply.

Answer: Pictures taken for review.

12. Who owns roof penetration, grounding, lightning protection, and any CE work order or permit — contractor or base CE?

Answer: Base CE owns roof penetration, grounding, lightning protection, and work order permits.

13. Visitor-request lead time, REAL ID, vehicle search, escort, tool list, and whether subcontractors need separate passes?

Answer: Lead Time: 7 days, REAL ID required, vehicle search required, all workers will need passes. All workers CANNOT have criminal background

14. Duty hours 0700–1600 Mon–Fri. Is weekend or after-hours roof work allowed if weather or flying requires it?

Answer: This question is answered in the solicitation and its attached documents. (PWS Section 4.2 specifically limits access to 0700-1600 Mon-Fri)

15. Flight-line, EMI, or frequency-coordination blackout windows?

Answer: Will be coordinated post-award.

16. After Government release, must the legacy radio/antenna go to USPFO, or may the contractor dispose of them?

Answer: Legacy radio/antenna must go to USPFO.

17. VSWR / sweep pass-fail limits for acceptance (PWS 5.0 item 3 is silent)?

Answer: Standard commercial practice is acceptable.

18. Confirm 50 W is RF output at the antenna port after the PA.

Answer: 50 W output for RF radio is the starting output. RF attenuation will reduce depending on cable specs and length. Final output will be within range.

19. Is the 8-port switch standalone, or on the base LAN? If LAN, who provides IPs and ATO?

Answer: Standard commercial practice is acceptable.

20. Must RoIP stay on a closed contractor network, or will it traverse base networks under 889 / 252.204-7012?

Answer: Traverse base networks.

21. Rack floor space, power (voltage/amps/receptacle), seismic rating or bolting?

Answer: Will be coordinated post-award.

22. Preferred antenna mount on Bldg 1530, max height, painting/marking?

Answer: Will be coordinated post award

23. Evaluation is CLIN 0001 price only (52.217-3). Must CLIN 0002 still be priced?

Answer: Yes, CLIN 0002 must be priced. It is intentionally identified as an option because it is subject to the availability of funds and affordability.
