1. Q: I see that the solicitation is asking for a priced option for site preparation of the Structural Collapse Venue Site. Can you provide information about the soil consistency? Is the land relatively flat?
A: Recent test borings indicate fill and organic clays (topsoil) that extend to depths ranging from 1 ½ to 3 feet below the existing ground surface. The fill and organic clay soils are underlain by undisturbed, inorganic fat clays which extend beyond the terminal depth of the borings. Yes, the land is relatively flat.
2. Q: Am I required to provide pricing for the Option for Site Preparation at the time of quote/bid submission?
A. Yes. See solicitation.
3. Q: Is the runway identified in Technical Exhibit 5, View 1 and View 2 of the PWS an “active” runway?
A. No, it is not an active runway. This is the area that will be identified as a “staging” area for equipment related to the installation of the SCVS.
4. Q: Is a rock grapple required for site preparation?
A. A rock grapple should not be required for site preparation. The soil consistency in this region is generally free of any large rocks or boulders.
5. Q: I noticed that in the conceptual design graphics that are provided in Technical Exhibit 7 of the PWS, it appears that some features such as the stairs do not reflect regulatory code. If I am only able to provide a solution that adheres to the regulatory building code for stairs, will my solution be considered for contract award?
A. The conceptual design was provided as a visual representation as to the type of end product that is being sought. Industry experts are relied upon to provide an end product that adheres to regulatory building standards that are consistent with industry.
6. Q: The PWS States in section, 1.3 Period of Performance (PoP): All services, to include design and installation, are required to be completed Not Later Than 15 July 2020, is there a contingency plan in place to account for the current COVID19 Virus and potential delays regarding the completion of the Prop by 7/15/2020 due to the virus?
A: There is not a contingency plan currently in place due to the fluidity of the situation;
however, every reasonable effort to accommodate any impacts resultant of this situation will be considered.
7. Q: In section 1.4.4.2 Telework is discussed, can you elaborate on what the government determines as Telework?
A. Telework in this application applies to the ability of a prime contractor who may not be geographically located in the vicinity of the 119th Wing to telework with a potential subcontractor who may be geographically located in the vicinity of the 119th Wing to meet requirements associated with this project.
8. Q: Section states, 5.11 Contractor shall provide ten (10) mannequins to accomplish Vigilant Guard exercise. Mannequins will be: fully clothed, various weights, lifelike adult or juvenile, made of durable material, articulating joints, and have weight distribution based on the human weight distribution chart. Is the government requiring the mannequins to be left behind as the governments or is this a one-time use of the contractors mannequins and the contractor is required to make arrangements to collect their mannequins from the venue at the conclusion of
VG?
A: The Government is requiring the mannequins to be left behind as the Government property at the conclusion of the SCVS installation.
