STATEMENT OF WORK
STATEMENT OF WORK
Redeployment Wellness Off-Site, 2nd BN, 10th SFG (A)
FT Carson Colorado.
1. SCOPE: Contractor shall provide all labor, food, childcare services and conference rooms as described in this Statement of Work (SOW). There are no transportation services required for this event. The United States Governments’ representatives have already planned these events; therefore, event planning services are not required either. The 10th Special Forces Group (SFG) has a requirement for a two-day event that will take place on 03 May through 04 May 2018 (Thursday-Friday). The event will be no more than 10 miles away from Fort Carson, Colorado, 80913. These events necessitate the procurement of meals, beverages, conference rooms, session/breakout rooms, and audio- visual (AV) equipment support. The venue will be a resort style property that includes the previously mentioned rooms, dining areas, a bar, large grass field for activities, golf-course, spa, and access to hiking trails. The training event anticipates approximately 300 personnel that includes 80 Spouses, 100 Children, five 10th Group POTFF Team Members, and eight key-note speakers. The POTFF Team members include the Group Financial Planner, MFLC, THOR3 Nutritionist, THOR3 Physical Therapist and Psychologist. Each morning will include yoga and meditation sessions on the vendor’s grass lawns; training will begin shortly afterwards in the vendor provided conference rooms. Following the completion of training, service members will play golf on the vendor’s golf course (not provided by the government), hike the local trails, visit the spa (not provided by the government), or socialize in the vendor’s bar (not provided by the government). The vendor shall provide an on-site representative from the time the 2nd BN, 10th SFG (A) Wellness team arrives until the departure of all 10th SFG Guest.
1.1. BACKGROUND: This SOW applies to the BN Wellness event schedule for 03-04 May 2018. The Group has identified three areas of need that focus on improvement or enable success across the force: 1) increase initial contact with families on assignment to Group, 2) build upon and enhance resilience skills in service members returning from combat operations and 3) implement a mentorship program for Team and Section Sergeants to enhance their ability to identify problems and leverage existing resources to more effectively support our Soldiers and families. This event will focus on the holistic support to the family, including the Soldier. In training and supporting the family, the stress and pressure on the Soldier and Families will be reduced. The 10th SFG (A) is investing funds and time into this program knowing that it will yield great results in preserving the overall force. This training on 03-04 May 2018 explicitly meets the intent of the POAM justification by training the Service Members and Families on the pillars of POTFF to include Spiritual Performance, Psychological Performance, and Social Performance of the Family. Each pillar will be trained by a 10th SFG (A) SME in each field creating a holistic training approach. This event falls into the approved POAM training category of Holistic Performance Training.

However, the term does not include contracts that exceed five years in duration because the period of performance has been extended for a cumulative period not to exceed six months under the clause at 52.217-8, Option to Extend Services, or other appropriate authority.
Small business concern means a concern, including its affiliates, that is independently owned and operated, not dominant in the field of operation in which it is bidding on Government contracts, and qualified as a small business under the criteria in 13 CFR part 121 and the size standard in paragraph (c) of this clause. Such a concern is ``not dominant in its field of operation'' when it does not exercise a controlling or major influence on a national basis in a kind of business activity in which a number of business concerns are primarily engaged. In determining whether dominance exists, consideration shall be given to all appropriate factors, including volume of business, number of employees, financial resources, competitive status or position, ownership or control of materials, processes, patents, license agreements, facilities, sales territory, and nature of business activity.
(b) If the Contractor represented that it was a small business concern prior to award of this contract, the Contractor shall rerepresent its size status according to paragraph (e) of this clause or, if applicable, paragraph (g) of this clause, upon the occurrence of any of the following:
(1) Within 30 days after execution of a novation agreement or within 30 days after modification of the contract to include this clause, if the novation agreement was executed prior to inclusion of this clause in the contract.
(2) Within 30 days after a merger or acquisition that does not require a novation or within 30 days after modification of the contract to include this clause, if the merger or acquisition occurred prior to inclusion of this clause in the contract.
(3) For long-term contracts--
(i) Within 60 to 120 days prior to the end of the fifth year of the contract; and
(ii) Within 60 to 120 days prior to the date specified in the contract for exercising any option thereafter.
(c) The Contractor shall rerepresent its size status in accordance with the size standard in effect at the time of this rerepresentation that corresponds to the North American Industry Classification System (NAICS) code assigned to this contract. The small business size standard corresponding to this NAICS code can be found at http://www.sba.gov/content/table-small-business-size-standards.
(d) The small business size standard for a Contractor providing a product which it does not manufacture itself, for a contract other than a construction or service contract, is 500 employees.
(e) Except as provided in paragraph (g) of this clause, the Contractor shall make the representation required by paragraph (b) of this clause by validating or updating all its representations in the Representations and Certifications section of the System for Award Management (SAM) and its other data in SAM, as necessary, to ensure that they reflect the Contractor's current status. The
Contractor shall notify the contracting office in writing within the timeframes specified in paragraph (b) of this clause that the data have been validated or updated, and provide the date of the validation or update.
(f) If the Contractor represented that it was other than a small business concern prior to award of this contract, the Contractor may, but is not required to, take the actions required by paragraphs (e) or (g) of this clause.
(g) If the Contractor does not have representations and certifications in SAM, or does not have a representation in SAM for the NAICS code applicable to this contract, the Contractor is required to complete the following rerepresentation and submit it to the contracting office, along with the contract number and the date on which the rerepresentation was completed:

AMC - LEVEL PROTEST
5152.233-4000 AMC-LEVEL PROTEST PROGRAM (Feb 2014) (LOCAL CLAUSE)
Prior to submitting an agency protest, it is preferable that you first attempt to resolve your concerns with the responsible contracting officer. However, you may also file a protest to the Headquarters (HQ), Army Materiel Command (AMC). The HQ AMC-Level Protest Program is intended to encourage interested parties to seek resolution of their concerns within AMC as an Alternative Dispute Resolution forum, rather than filing a protest with the Government Accountability Office (GAO) or other external forum. Contract award or performance is suspended during the protest to the same extent, and within the same time periods, as if filed at the GAO. The AMC protest decision goal is to resolve protests within 35 calendar days from filing. To be timely, protests must be filed within the periods specified in FAR 33.103. If you want to file a protest under the HQ AMC-Level Protest Program, the protest must request resolution under that program and be sent to the address below.
Headquarters U.S. Army Materiel Command Office of Command Counsel-Deputy Command Counsel 4400 Martin Road Rm: A6SE040.001 Redstone Arsenal, AL 35898-5000 Fax: (256) 450-8840 or email usarmy.redstone.usamc.mbx.protests@mail.mil The AMC-Level Protest procedures are found at: http://www.amc.army.mil/amc/commandcounsel.html.
