44 Passenger Leased Bus Statement of Work

This is a Statement of Work (SOW) for the provision of leased 44-passenger school-type diesel buses without drivers to the Fort Knox Transportation Motor Pool (TMP) in Fort Knox, Kentucky. The contractor shall provide fully operational buses on an as-needed basis to support military units on the installation, primarily for U.S. Army Cadet Command Cadet Summer Training (CST) missions conducted May through August annually, with an estimated requirement of 75 non-air-conditioned and 10 air-conditioned buses. Buses will be used to transport Soldiers within Fort Knox cantonment and an approximate 160-mile radius, with the contractor to be notified for missions exceeding 100 miles (anticipated to include Fort Campbell, Kentucky). The Government will stage up to 20 buses at Building 482 (TMP parking area) and provide diesel fuel during lease periods, returning buses with full tanks upon completion.

The contractor must deliver buses with proper insurance, registration, licenses, Department of Transportation certifications per Title 49 Part 396, full fuel tanks, and accompanying equipment (chalk blocks, first aid kits, drip pans, spill kits, safety cones). Delivery and pickup occur at Building 482, Monday through Friday, 0730–1630 hours, with pre-delivery and post-lease inspections performed jointly by contractor and Government. The contractor bears full responsibility for maintenance, recovery, towing, and repairs, with 24-hour replacement or repair requirements for non-operational or unsafe buses at no Government cost. Advance notice requirements are 5 workdays (1–10 buses), 10 workdays (11–25 buses), 15 workdays (26–50 buses), and 30 workdays (over 50 buses); however, contingency operations may allow less than 10 days' notice for up to 25 buses. The contractor must conduct monthly 30-day mechanical inspections and ensure buses remain available no more than 8 hours per inspection. The maximum potential requirement is 175 buses, with an additional 70 non-air-conditioned buses available for emergency/contingency operations with estimated 90-day training cycles.

STATEMENT OF WORK

General Information

1. The contractor shall provide leased 44 passenger school-type diesel only buses without drivers to the Fort Knox Transportation Motor Pool (TMP) on an as-needed basis to support units on the Fort Knox installation.

1.1. The Logistics Readiness Center and other Fort Knox tenant units provide transportation support to rotational and other units as directed. As part of this support, the LRC and other tenant units provide unit operated bus transportation to maximize training flexibility in a cost-efficient manner. The leased bus primarily supports U.S. Army Cadet Command Cadet Summer Training (CST) mission but may be used in support other transportation requirements. The Government may require a surge of additional leased bus support in response to contingency operations.

1.2. Buses will be used to transport Soldiers primarily within the Fort Knox, Kentucky cantonment area and an approximate 160-mile radius surrounding Fort Knox. The contractor will be notified when a transportation mission is expected to exceed more than a 100-mile radius. The primary location exceeding the 100-mile radius is anticipated to be Fort Campbell, Kentucky.

1.3. The Government will allow for the staging of buses at the Fort Knox Transportation Motor Pool (TMP) parking area in order to facilitate delivery orders as space is available. Up to 20 buses can be staged. The TMP is currently located at Building 482 on Fort Knox, Kentucky. Fort Knox is a Department of Defense (DOD) installation.

1.4. The Government will provide diesel only fuel for buses during the lease period and will return buses to the contractor with a full tank of fuel upon conclusion of the lease period.

Mission Support

2. Basic Support. The contractor shall provide fully operational 44 passenger school-type buses. Other size school buses with greater or less than 44 passenger capacity may be approved by the Government on an exception basis. No contractor drivers are required once buses are delivered to the Fort Knox TMP located at Building 482. Upon dispatch, buses will be operated by U.S. Army licensed operators.

DRAFT

2.1 The Government will notify the contractor in advance when buses are required.

1-10 Buses: Minimum of 5 workdays notice

11-25 Buses: Minimum of 10 workdays notice

26-50 Buses: Minimum of 15 workdays notice

Over 50 Buses: Minimum of 30 workdays notice

In the event of a contingency situation, the Government may provide the contractor with less than 10 days advance notice for up to 25 buses. A contingency situation is defined as a determination by the Secretary of Defense under 10 U.S.C. 101(a)(13) declaring an operation in which members of the armed forces may or may not become involved in military actions, operations or hostilities against an enemy of the United States or against an opposing military force.

The CST cycle typically runs from May to August each year. Estimated quantities are subject to change based on the needs of the Army. The quantities listed in in Technical Exhibit 1 are based on historical data.

2.3. Contingency Operations. The contractor shall be able to provide, at any time, an additional 70 non air-conditioned buses if an emergency and/or contingency operation arises within the timelines above.

The training cycle for an emergency or contingency operation is estimated at 90 days. 3.6. Should damages occur while in the possession of the Government, the contractor shall provide a replacement bus if required within 24 hours. The contractor shall provide itemized estimates of repair to the GOVERNMENT POC within seven (7) workdays from the completion of the delivery order. Upon completion of the delivery order, a post-lease inspection will be conducted between the contractor and the Government POC. If damages are discovered after the post inspection is complete and leased buses are returned to the contractor, the Government will not be held liable. The contractor shall provide a damage report outlining estimated repairs, fuels costs if the bus is returned with a less than full fuel tank, as well as any cleaning fees within seven (7) workdays of the completion or termination of the delivery order.

Repair costs to include towing and recovery.

The Government will allow four (4) business days after the 30-day point to allow for inspection times to be coordinated. The inspected bus shall be unavailable to the Government for no more than eight (8) hours during the monthly maintenance inspection. The contractor inspection results shall be annotated on Technical Exhibit (TE) 3 - Fort Knox Leased Bus 30-Day Inspection.
