About this file

This is a Questions and Answers document for the Fort Bragg Mechanical Gates BPA solicitation. The document addresses 20 questions submitted by prospective offerors regarding a new single-award Blanket Purchase Agreement (BPA) for mechanical gate maintenance, repair, and replacement services at Fort Bragg, North Carolina. The solicitation was released on June 15, 2026, with quotes due by July 10, 2026, at 5:00 PM EDT. The BPA covers 22 mechanical gates across four locations: Installation Force Modernization Facility (2 gates), Installation Mission Training Complex (1 gate), Simmons Army Airfield (16 gates), and Mackall Army Airfield (3 gates).

Key requirements include: OEM parts and replacement equipment are mandatory; work will be performed during normal business hours only with no emergency or after-hours service; preventive maintenance is on an as-needed basis; contractors must have motorized gate repair certifications from authorized manufacturers (Door King, Viking Access System, or Chamberland Liftmaster); and contractors checking in at Simmons or Mackall Airfields must coordinate with base operations prior to work. The Government will not provide GFP/GFM, site visit attendance is not mandatory for quote submission, and no bid/performance/payment bonds are required. Award will be evaluated on three factors: Technical Capability, Past Performance, and Price, in accordance with FAR Part 12.203 and using 52.212-2 commercial evaluation criteria. All quotes must remain valid for 60 calendar days post-submission and be submitted via email to the listed contracting officers with pricing in whole numbers for all six service categories in the Mechanical Gate Service, Repair, or Replacement Matrix.

52.212-2 Evaluation-Commercial Products and Commercial Services (Feb 2026) (Deviation 2026-O0038)

Award will be made in accordance with (IAW) FAR Part 12.203. Evaluation criteria consist of three (3) evaluation factors:

(a) Technical Capability: The Offeror shall submit a written technical approach proposal that describes how it will successfully complete all the tasks outlined in the PWS. Offerors shall also provide evidence that they have the certifications required to perform maintenance services, repairs, and replacement of life cycle parts for listed mechanical gates in the TECHNICAL EXHIBIT 1, DPTMS Mechanical/Electronic Gates Inventory.

(b) Past performance: Past performance should be an important evaluation factor for award. Consider past performance information from a wide variety of sources both inside and outside the Government. This may include reviewing performance information reported to the Contractor Performance Assessment Reporting System (CPARS), as well as other sources of information. Contracting officers may consider an offeror’s experience as a subcontractor.

(c) Price: The Offeror shall insert a proposed price in the attachment, c. Price Schedule. Prices shall include all services and supplies required to complete each identified task in the TECHNICAL EXHIBIT 2, Mechanical Gate Service, Repair or Replacement Matrix.
